Joint City Council and Sherburne County Board of Commissioners Meeting <br /> <br />Mayor Duitsman thanked <br />discuss issues of mutual <br />attendance took place. <br /> <br />the County Board for coming to this meeting to <br />concern and introductions of everyone in <br /> <br />Mayor Duitsman and Chairperson Schumacher led a discussion on the <br />topics that were discussed at the last joint meeting held on 6/25/92 <br />and what activities have taken place since that meeting. A 10/17/92 <br />West Sherburne Tribune article was distributed which outlined the <br />County Board discussion on the options available related to the <br />fairgrounds assessments, expansion, and/or relocation. <br /> <br />4.1. Discussion on City and County Fairground Issues <br /> <br />Mayor Duitsman requested Mark Graham to provide some background on the <br />City's need for road right-of-way in the southeast corner of the <br />fairground property. Mark distributed two maps which showed the <br />general location of Orono Parkway and the two options that are being <br />evaluated for right-of-way from the County for this parkway to continue <br />to the west. Mark indicated that it is the intent of the City to have <br />the parkway intersect with a north/south street between Highway 10 and <br />County Road 30 in the vicinity of Joplin Street. Orono Parkway on the <br />south and Joplin Street on the west would, at this time, be proposed to <br />abut County property. Utilities would also be extended when the <br />parkway construction takes place. <br /> <br />General discussion took place regarding the road alignment and the need <br />to save trees on the Lakoduk property as a wooded area is immediately <br />south of the fairgrounds in the location where the road needs to be <br />extended. It was the general consensus of the Fairboard and the County <br />Board that the City should request and obtain as little property from <br />the County as necessary for this road extension. <br /> <br />A general discussion took place between the County Board and the County <br />Fairboard regarding the existing parking lot, expansion of the <br />fairgrounds to the west, access to the County fairgrounds from the <br />south, and the Commission that has been established to study this <br />situation. The major focus of this discussion was whether or not the <br />County should sell the City the parking lot immediately west of the <br />softball fields and retain use of this parking area during the County <br />Fair (and other County functions) and then also obtain additional land <br />on the west side of the fairgrounds in exchange for selling the City <br />this fairground parking lot. Discussion also took place regarding <br />future assessments to the County for street, storm sewer, lateral water <br />
