<br />. <br /> <br />. <br /> <br />. <br /> <br />JOINT MEETING OF THE ELK RIVER CITY COUNCIL AND <br />THE SHERBURNE COUNTY BOARD OF COMMISSIONERS <br />HELD AT THE ELK RIVER CITY HALL - CONFERENCE ROOM A <br />MONDAY, MARCH 29, 1993 <br /> <br />Councilmembers Present: Mayor Duitsman, Councilmembers Holmgren, Dietz, <br />Farber and Scheel <br /> <br />County Commissioners Present: Chairperson Schumacher, Engstrom, Johnson, <br />Smith and Friedl <br /> <br />City Staff Present: Pat Klaers, City Administrator; Steve Rohlf, Building <br />and Zoning Administrator; Mark Graham, City Engineering <br />Firm <br /> <br />County Staff Present: <br /> <br />Kathy Heaney, County Attorney's Office; Tom Hayes, <br />County Attorney; Dave Loch, County Coordinator <br /> <br />Also Present: Representatives of the Sherburne County Fairboard <br /> <br />1. <br /> <br />Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the joint meeting of the Elk <br />River City Council and Sherburne County Board of Commissioners was <br />called to order at 7:00 p.m. by Mayor Duitsman. <br /> <br />2. <br /> <br />Consider 3/29/93 City Council Agenda <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE 3/29/93 CITY COUNCIL AGENDA. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />3. Administrative Subdivision/Gwen Petersen/Public Hearing (Continued) <br /> <br />Building and Zoning Administrator, Steve Rohlf, updated the City <br />Council on the status of this request. Steve indicated that this issue <br />was continued from the March 15, 1993, meeting so that perc test and <br />soil boring data could be obtained and evaluated. Steve reviewed his <br />3/22/93 memo on this administrative subdivision request. Steve <br />indicated that this is not a buyer beware situation and that there are <br />building construction limitations on this site. Steve outlined the <br />three City requirements that will be imposed on the property owner when <br />a house is constructed on this site. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUEST FOR GWEN PETERSEN WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. <br /> <br />SEPTIC SYSTEM BE REQUIRED TO BE A MOUND SYSTEM AND THE LOWEST <br />FLOOR (CRAWL SPACE OR BASEMENT FLOOR) IS ONE FOOT ABOVE MOTTLED <br />SOIL. FURTHER, THAT IS IS THE APPLICANT'S RESPONSIBILITY TO <br />ENSURE THE ONE FOOT FROM MOTTLING IS ACCOMPLISHED. <br />
