The City Administrator noted that it <br />is uncertain as to the amount of future assessments to the County <br />fairgrounds due to the uncertainty of the road locations, but that it <br />was believed that assessments would be levied against the fairgrounds <br />in the future. In this regard, the fairgrounds would be treated no <br />differently than any other property in the City. <br /> <br />Mayor Duitsman indicated that the City would be interested in pursuing <br />the purchase of the road right-of-way land and the parking lot west of <br />the softball fields. In exchange, the City would obtain land during <br />the development process west of the fairgrounds and sell this land to <br />the County. Mark Graham indicated that due to the construction season <br />and timing of improvements south of County Road 30, it was important <br />for the City to obtain a right of entry in this southeast corner at <br />this time. Discussion took place regarding the timing of these public <br />improvements and the County stressed that all work must be completed by <br />July 1 in order to prepare for the July 22-26 County Fair. <br /> <br />COMMISSIONER ENGSTROM MOVED TO PROVIDE THE CITY WITH A RIGHT OF ENTRY <br />ACROSS THE COUNTY FAIRGROUND PROPERTY IN ORDER FOR THE CITY TO ACCESS <br />FRESNO STREET WITH MUNICIPAL UTILITIES PROVIDED THAT ALL WORK AND <br />RESTORATION IS COMPLETED BY JULY 1, 1993. COMMISSIONER FRIEDL SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO HAVE THE CITY STAFF WORK WITH THE <br />COUNTY STAFF AND REPORT BACK TO THE CITY COUNCIL AND COUNTY BOARD IN <br />ABOUT THREE MONTHS ON THE ISSUES DISCUSSED AT THIS MEETING INCLUDING <br />ROAD ACCESS AND ALIGNMENT; FUTURE IMPROVEMENTS TO BE ASSESSED AGAINST <br />THE FAIRGROUND PROPERTY; IMPROVEMENTS TO THE PARKING LOT WEST OF THE <br />SOFTBALL FIELDS; AND THE POSSIBLE PURCHASE OF THIS PARKING LOT BY THE <br />CITY IN EXCHANGE FOR LAND WEST OF THE FAIRGROUNDS. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.2. Transportation Issues <br /> <br />The City request for County improvements to CSAH 11 in Elk River were <br />reviewed by the County Board and the City Council. This request is <br />outlined in City Resolution 93-4, and in a letter to the City <br />Administrator from the City Engineer dated 2/5/93. The City indicated <br />its strong desire to have this road improved to four-lane status from <br />where the public, improvement project ended in 1991. The four-lane <br />improvements along Proctor Avenue and County Road 1 ended near the <br />daycare facility before Meadowvale School. These improvements on this <br />road are desired based on the school location, the industrial park <br />location; and future residential development in the area. It was <br />indicated that the City Engineer has discussed this with the County <br />Engineer and that the County Engineer was in favor of this project <br />taking place. There was general support by the County for this <br />project, but the County Board indicated it would want to review this <br />improvement project with the new County Engineer once that individual <br />is hired. <br /> <br />A brief <br />planning <br /> <br />discussion took place <br />in Sherburne County <br /> <br />regarding the need <br />and in the City of <br /> <br />for <br />Elk <br /> <br />long range <br />River for <br />
