<br />regular tandem truck can carry approximately 10 cubic yards of <br />fill, this proposed project would involve 3,125 trucks entering <br />and leaving Royal Oaks Ridge subdivision through residential <br />streets. The applicant has reviewed alternative routes such as . <br />the Morrell property (to the south), however, these may not be <br />viable options. Staff firmly believes that in addition to the <br />normal construction activity in Royal Oaks Ridge subdivision, <br />3,125 trucks in a residential area would place an undue <br />hardship on neighboring residential properties and would <br />ultimately affect the use and enjoYment of their property. <br /> <br />The planning commission should also consider some of the <br />affects of additional truck traffic on residential streets. <br />Mr. Maurer states that the City should inspect the streets <br />prior to the excavation project and require a cash surety in <br />the event that the roads need repair after the project is <br />completed. Mr. Maurer also recommended the applicant should be <br />responsible for regular cleaning of the streets to avoid <br />sediment entering the storm water system. <br /> <br />Staff believes the traffic issue and related road condition <br />issue are the primary concerns with this request. This project <br />is not considered an ongoing mining operation according to the <br />City ordinance, however, it is intended to last about two <br />years. Staff feels that subjecting residents of Royal Oaks <br />Ridge to two years of heavy truck traffic would not be <br />appropriate. <br /> <br />DRAINAGE <br /> <br />Terry Maurer has reviewed drainage with this request. It is <br />his opinion that although the project will not improve drainage <br />in the area, it should not have a detrimental affect on it <br />either. <br /> <br />. <br /> <br />SAFETY <br /> <br />Dale Homuth, DNR, addressed several changes which he would like <br />to see implemented if this request is approved. One of those <br />changes involved reducing the slope to 10:1. This would make <br />the pond safer for children playing around the pond as well as <br />fulfill the needs of wildlife in the area. Mr. Homuth also <br />recommended that the depth be decreased to 2-3 feet. <br /> <br />WILDLIFE <br /> <br />The applicant has indicated he wishes to construct an open <br />water pond for wildlife viewing. Mr. Homuth's letter states <br />that this type of excavation should not be considered an <br />enhancement for wildlife purposes as many of the features of <br />this pond are contrary to the needs of wildlife, particularly <br />the depth and slope. Mr. Homuth states that an irregular <br />shoreline, variable contours along the bottom of the pond, and <br />natural vegetation along the edges of the pond should be <br />maintained in order to make the pond useful to wildlife. . <br /> <br />COMPREHENSIVE PLAN <br />
