Due to time <br />limitations, Anita gave a very brief presentation of the Strategic Industrial <br />Marketing Plan. She commended those on the Marketing Committee and <br />indicated that the committee has made a lot of progress on the Plan. Anita <br />reviewed the components of Phase I, Information Analysis, and Phase II, <br />Assessment, of the Marketing Plan. She stressed that the document is a working <br />document and needs to be reviewed and revised regularly. Anita talked about <br />the next phase of the Plan which will be Strategy Development and indicated <br />that she will be back in June to review the complete Marketing Plan with the <br />EDA. <br /> <br />7. <br /> <br />Public Hearina for Adoption of Tax Rebate Financina Policy <br /> <br />Marc Nevinski indicated that the Tax Abatement Policy before the EDA is a <br />second draft and incorporates the comments previously made by the EDA. The <br />policy was reviewed by the EDA. It was the consensus to strike the second <br />sentence in (IV.d.). Discussion was held regarding the "but-forN test in section <br />(V.c.). It was the consensus that the "but-forN demonstration should be included <br />in the application. <br /> <br />President Dwyer opened the public hearing. There being no one for or against <br />the matter, President Dwyer closed the public hearing. <br /> <br />e <br /> <br />COMMISSIONER GONGOLL MOVED TO RECOMMEND ADOPTION OF THE TAX <br />REBATE FINANCING POLICY WITH THE AMENDMENT TO SECTION IV.D. COMMISSION <br />THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />8. <br /> <br />Consider Tax Rebate Financina Application - John Weicht. R&W Enterprises <br /> <br />Marc Nevinski provided the EDA with an update of John Weicht's request. He <br />noted that Mr. Weich is requesting to use tax rebate financing in the construction <br />of an 18,000 s.f. multi-tenant industrial building in the McChesney Industrial Park. <br />He is requesting that taxes on the project be rebated for a period of four years. <br />Marc reviewed the details of the request. <br /> <br />The EDA discussed issues conceming the "but-forN analysis and how to keep track <br />of future goal requirements. Commissioner Klinzing questioned how to tell if the <br />figures used are conservative. <br /> <br />It was the consensus of the EDA to continue this item to a time when the <br />applicant could be present. <br /> <br />9. Consider Reauest by Ed palmer of SolarAttic for Incubator Sub-Lease Extension <br /> <br />Marc Nevinski noted that SolarAttic's lease will be expiring on April 14, 2000, and <br />the company is requesting an extension of the lease for up to a year. He noted <br />that this would be SolarAttic's second extension. Marc indicated that staff's <br />recommendation is to renew the lease at market rate. <br /> <br />e <br /> <br />Mr. Ed Palmer, CEO of SolarAttic encouraged the EDA to continue with the <br />Incubator Program. Mr. Palmer requested an extension of four months. <br />
