<br /> <br /> <br /> <br />Planning Commission Minutes <br />June 28, 1982 <br />Page Five <br /> <br />Commissioner Pearce indicated that the Planning Commission is recommending that <br />the conditional use permit and the preliminary plat be delayed until all the <br />questions can be answered. <br /> <br />Chairman Tracy indicated that all the items fit into the six standards for a con- <br />ditional use permit. <br /> <br />COMMISSIONER GUNKEL MADE AN AMENDMENT TO THE MOTION TO EXCLUDE THE EIGHTH STREET <br />SIDEWALK FROM THE BARTHEL PUD. COMMISSIONER PEARCE SECONDED THE MOTION. THE MOTION <br />PASSED 3-l-l, CO~IISSIONER KREUSER ABSTAINING AND COMMISIONER PEARCE VOTING NO. <br /> <br />THE MOTION AS AMENDED PASSED 5-0. <br /> <br />5) Consider Preliminary Plat Approval - Ted Lundgren <br /> <br />Rick Foster was present to present the request for preliminary plat approval by <br />Ted Lundgren, Princeton, MN. Mr. Foster indicated that this area was rezoned at <br />the last City Council meeting. There will be 14 to\vuhouse units in this area. <br /> <br />Discussion followed regarding the drainage for the to\vuhouses. Rick Foster indi- <br />cated that there were three driveways into the townhouses. Rick Foster further <br />indicated that this was an arterial road and that there was sufficient off-street <br />parking. Rick Foster also indicated that each unit would have its O\VTI garage. <br /> <br />Chairman Tracy opened the public hearing. There was no discussion or comments from <br />the public present. <br /> <br />COMMISSIONER GUNKEL MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE PRELIMI- <br />NARY PLAT FOR THE FIRST PHASE OF THE AREA ZONED R-3 \fHICH BORDERS ON HIGHLAND ROAD, <br />BY MR. TED LUNDGREN. THE MOTION WAS SECONDED BY COMMISSIONER KREUSER. THE MOTION <br />PASSED 5-0. <br /> <br />6) Consider Concept for Townhouses - Neil Larson <br /> <br />Mr. Neil Larson presented his concept for to\vuhouses for an area bordered on the <br />north by 191st Lane and on the east by Jackson Avenue. Mr. Larson indicated that <br />this was a platted area and it was zoned R-2. Mr. Larson further indicated that <br />the concept consisted of zero-lot lines for twin homes with the lot lines down the <br />center of the property. <br /> <br />Rick Breezee indicated that this area was zoned R-2. In an R-2 zone, lots are 60 feet <br />wide. With a zero lot line concept, the lot line is do\vu the center, making each lot <br />30 feet wide. Rick Breezee further indicated that Mr. Larson would request are-plat <br />of the area because when this was originally platted, zero lot lines were not incor- <br />porated. <br /> <br />Commissioner Pearce asked Mr. Larson if the general idea was to build homes with a <br />common wall. <br /> <br />Mr. Larson indicated there would be two of everything in regard to the building it- <br />self. Each building would be o\vuer/occupied. <br />
