<br /> <br /> <br /> <br />Planning Commission Minutes <br />June 28, 1982 <br />Page Three <br /> <br />Discussion followed regarding the managing of the proposed shopping center. Ms. <br />Manske indicated to the Planning Commission that Caldwell would be managing the <br />center. <br /> <br />The City Administrator indicated that the Planning Commission should also look at <br />the standards for a conditional use permit. There are still some questions about <br />standard 2, 5, and 6 that need to be looked at. Standards I, 3, and 4 seem to be <br />answered in the new proposal. <br /> <br />Zack Johnson referred to his memo that was included in the Planning Commission pack- <br />ets. Mr. Johnson felt that the traffic flow was okay. The major problem is with <br />the circulating pattern of traffic. Mr. Johnson indicated that there was limited <br />access to Sites A and F, with only one point of access to Site F and only one point <br />of access to Site A. Another major concern Mr. Johnson indicated was the absence <br />of an access to Highway 169. Mr. Johnson indicated that the Minnesota Department of <br />Transportation told him a year ago that there would be no access to Highway 169 at <br />that point. <br /> <br />Mr. Johnson indicated that the main point of entry into the shopping center is <br />through Parcel I. Mr. Johnson indicated that he felt this was inadequate, and that <br />possibly Barthel should restudy this problem. Mr. Johnson also indicated that ped- <br />~~trian c~rculation through the center is very limited, and he still feels that the <br />sidewalk if very critical. Mr. Johnson further indicated that he felt that the only <br />weaknesses in the new proposal were in Sites A, Band C regarding landscaping. Mr. <br />Johnson further indicated that there was good buffering on the west side. Mr. John- <br />son also indicated that he had some question regarding the subdividing of Parcels H <br />and J, and why those should be separate lots. <br /> <br />In conclusion, Mr. Johnson stated that the basic land use concept is consistent with <br />the City's adopted Generalized Land Use Plan with the exception of having too much <br />land area designated to commercial use. It is recommended that an area of high den- <br />sity residential be developed on a portion of Parcels E and F. There would seem to <br />be several possibilities for these areas to be mixed use through the inclusion of <br />limited convenience retail and/or office uses. <br /> <br />Chairman Tracy indicated that the Planning Commission should come up with some kind <br />of recommendation to give to the City Council for their meeting on July 12th, 1982. <br /> <br />Commissioner Pearce indicated that before making a motion, he would like to make some <br />preliminary remarks. Commissioner Pearce indicated that he has found very little <br />opposition to this shopping center concept; it should be built. Commissioner Pearce <br />indicated that it was a question of timing to be effective. Commissioner Pearce also <br />felt that the spirit of competition would dictate the timing and size of the center. <br />Commissioner Pearce further indicated that the motion he was going to make tonight <br />was very thought out. <br />
