<br /> <br /> <br /> <br />Planning Commission Minutes <br />June 28, 1982 <br />Page 1'010 <br /> <br />Ms. Laura Manske, Barthel, discussed the new proposal they were presenting to- <br />night. Ms. Manske indicated that they are reducing the size of the shopping center. <br />Barthel did three things: 1) They removed another anchor tennant, leaving only <br />two anchor tennants (a drug store and a grocery store). 2) They have removed the <br />mall. They n01;v have 1;\That is called a "strip center". 3) They are also trying to <br />negotiate with the lando\vuer to try to arrive at some kind of arrangement so Barthel <br />can defer some of the cost of the center. <br /> <br />Ms. Manske indicated that they have reduced the size of the center to 51,000 square <br />feet. Ms. Manske discussed the purpose of the shopping center. This type of shop- <br />ping center is called a neighborhood shopping center, the smallest kind of shopping <br />center. Some types of stores anticipated in the center are gift, card, insurance, <br />eyewear, shoe repair, etc... Ms. Manske also indicated that the site is placed on <br />42 acres with expansion possible. Ms. Manske indicated that the 51,000 square feet <br />is based on the development costs but the Barthel people would like the Planning Com- <br />mission to consider approving up to 55,000 square feet. <br /> <br />Commissioner Pearce asked Ms. Manske what Barthel would consider for Phase 2 for <br />the PUD. <br /> <br />Ms. Manske indicated that possible mall expansion but that it would depend on market <br />demand. <br /> <br />The City Administrator asked Ms. Manske if Barthel was proposing 51,000 square feet <br />or 55,000 square feet. <br /> <br />Ms. Manske indicated to the City Administrator that 55,000 square feet is the amount <br />Barthel would like to have the Planning Commission consider tonight. <br /> <br />Chairman Tracy asked if the public had any questions for Barthel regarding their new <br />proposal. <br /> <br />Rob VanValkenbu~indicated that he understood that studies, done by Zack Johnson and <br />Associates, allowed for 44 or 45,000 square feet of shopping center and he questioned <br />the size of the center and the need for future development. Mr. VanValkenburg further <br />indicated to Mr. Ken Barthel a question regarding the do\vntown development - If the <br />do\vuto\Vll got some type of redevelopment going in the dO\Vllto\Vll area, would Barthel <br />be willing to wait a year before progressing with the shopping center? Mr. Barthel <br />indicated to Mr. VanValkenburg that that would not be possible because of options <br />that have to be met. <br /> <br />Discussion followed regarding the conditional use permit and the conditions on s~ch <br />a permit. <br /> <br />The City Administrator indicated to the Planning Commission that tonight they are <br />looking at a new proposal and they should review this against the ordinance. The <br />Planning Commission should consider this in relationship to the HRA study and the <br />Comprehensive Plan. The City Administrator further indicated that the Planning Com- <br />mission should look at Exhibits A and B that are included in their packets for to- <br />nights meeting. The City Administrator also indicated to the Planning Commission that <br />they should look at the storm sewer and water capacities, etc. The City Administra- <br />tor indicated that questions regarding technical questions about the center, includ- <br />ing internal security and maintenance of the facility should be looked at. <br />
