October 26, 1981
Page ~vo

discussed. Mr. Gary Santwire questioned if the Highway Department and the City
had a right to have commercial property in the area, why not a private citizen.
Mr. Breezee said that under public shelters and utilities, the Highway Depart-
ment might be allowed and he would check on this matter.

COMMISSIONER PEARCE MOVED THAT THEY RECOM}illND TO THE CITY COUNCIL THAT THE RE-
ZONING REQUEST BE DENIED~ -CO}WIISSIONER DRIESSEN'SECONDED THE MOTION. Bradley D~ Pfeifer - Conditional Use Permit for Temporary Trailer

Mr. Bradley Pfeifer was not present for this request. Mr. Breezee said Mr.
Pfeifer would like a six-month conditional use permit to move a trailer onto
his property until his house is built. Commissioner Driessen mentioned that
he drives by the property on a regular basis and that there has been a small, two
wheeled trailer and a tent trailer on the property. The trailer has been there
approximately six weeks and there also has been a mail box erected. He has seen
lights on in the trailer at night. The septic system was questioned. The prop-
erty is 2~ - 4 acres and meets main requirements for A-I zone.

COMMISSIONER DRIESSEN MOVED TO TABLE THIS" ITEM UNTIL THIS ITEM IS LOOKED INTO.
COMMISSIONER'PEARCE'SECONDEDTHEMOTION~. 'THE "MOTION PASSED 3-0.

Mr. Breezee will check out the trailer on the property.

6. This item was moved to the last item on the agenda.

7. Gar-San Concept Approval

Mr. Santwire presented his concept idea for a 13,000 square foot building on the
commercial strip of his P.U.D. He said they have worked with Faith Fellowship
Church with regard to the sloping of the back of their land and would try to con-
struct a building that would be compatible with what the church would like to see.
They have back-filled some of the church's and Santwire's property to make a
gentle slope which aids the church's drainage into the sewer. The building that
he will construct would abut the back of the slop on Santwire's property with no
windows on the back side, only an emergency exit. This building is 150 feet
from the church and would be fashioned after a building at Ridgedale with a slant
roof. The front of the building would face Dodge Avenue, and be glass with the
overhang of the roof part plastic to accomodate signage. Loading would be from
the front of the building, except for the large commercial area being loaded from
the side. Each store would have a separate entrance. A few of the interested
parties for this building include a small hardware store, convenience store,
small retail store, and a flower shop. The building would be divided into 40'
x 20' wide units, 800 square feet of space. Mr. Santwire hopes to use Industrial
Revenue Bonds for this project.
