Crossto,Vll Streets <br /> <br />Mr. Adolphson presented a proposal for a crosstown street to help alleviate some of <br />the traffic problems on School Street and at the intersection of Highway #169 and <br />Main Street. This could start on the west at County Road #1 and run east along the <br />utility easement, across Proctor Road to the southeast corner of the Salk Junior <br />High School grounds. Then it would swing northeast through the present proposed <br />Lion's park area to 191st Lane, then east on 191st Lane to Jackson Road (}m #201). <br />A slight jog to the southeast would be needed to get by a house on the east side of <br />Jackson. Then east to #169 and eventually to Tyler Street. This proposal has <br />been discussed with David Reed, Assistant Highway Engineer from the Brainerd District <br />Office. This ,,,auld eliminate the very dangerous 1Iy" intersection of County Road 4fl <br />and Proctor. Mr. Reed proposed an underpass intersection at Minnesota Highway #169 <br />and the closing of intersection at Jackson and #169. \men the proposed street <br />extended to Tyler Street, this would relieve much of the Knollwood and eastern <br />traffic away from the hazardous intersection at #169 and Main Street. Commissioner <br />Driessen asked if there were any homes to consider along this road. Mr. Adolphson <br />said this was all green or undeveloped area at this time. By shifting the Salk <br />playing fields to the north~ enough area could be had for this crossto\vu street. <br />Commissioner Lucas said that most of the-City's streets are north-south and there is <br />a great need for several crossto\vu type streets for now and in the future. It is <br />necessary and less expensive to get easements set up before development begins. In <br />the area between the two ju~ior high schools, a walk-through underpass could be <br />constructed so that the students would not have to cross the street. Commissioner <br />Driessen asked where the financing would come from and Mr. Adolphson stated that it <br />would have to be looked into and this street could become a state aid street with <br />State Aid funds. The need is to get easements set up now, with construction at a <br />later date. Commissioner Hinkle stated that the old to\Vllship roads were mostly <br />north-south and there had been little or no plans for east-west movement. ~OMMISSIONER <br />LUCAS MOVED TO RECO}frlliND TO THE CITY THAT THE EAST-~~ST CROSSTO~~ STREETS AND RIGHT <br />OF WAYS BE LOOKED INTO. CO}lliISSIONER HINKLE SECONDED THE MOTION. MOTION PASSED 4-0. <br /> <br />B. Storm Se'vers <br /> <br />There was a discussion on drainage problems, at School Street and others. Any <br />crossto\Vll streets would have to consider storm drainage. There are three major areas: <br />1. On the east side draining do\Vll past the west side of the nursing home <br />to Main Street and then southeast along Highway #169. <br />2. In the middle from School Street through the peat area to underground <br />conduits to the Mississippi River. <br />3. On the west side from Proctor Street through the Industrial Park to <br />the Cretex Plant area to Lake Orono. <br />These need to be studied and tentative plans made. The Commissioners were very <br />concerned about the amount of snow runoff this spring. We were very fortunate <br />that it did not rain during the runoff period. <br /> <br />7. Informal Discussion on David Hauan Property <br /> <br />David Hauan was present to discuss the City's requirements for blacktopping of an <br />access street to his property before he can sell a portion of it. He said he thought <br />all he need was 33', but found out he need 66' of right of way. He stated it <br />was going to ~ost him quite a lot. He has a possible buyer for a portion of the <br />40 acres he O'VllS, a storage building and land for a house. The prospective buyer <br />has two greyhound buses and would propose to build a house next to the storage <br />building. Mr. Adolphson said the property is presently zoned A-I, that Mr. Hauan <br />was issued a building permit to build a storage building to store his equipment in. <br />
