Mr. Fursman indicated <br />that if the City did not receive any grants. then the status of the <br />project is in question. Other financing for the project is unknown at <br />this time. and since the grant application can be resubmitted. the <br />proposal may not be completed or financed for a number of years. Other <br />financial options that could be explored included City Park Dedication <br />Funds. Special Assessments. City Revolving Loan Funds for the property <br />owners. and possibly TIF. <br /> <br />In response to Recreation Board questions regarding the needed property <br />for the construction of this Riverwalk. Mr. Fursman indicated that at <br />this time it is anticipated that the property owners will grant the City <br />permanent easements for such park improvements. <br /> <br />In conclusion. Mr. Fursman stated that the Riverwalk Park Proposal is <br />consist ant with the City Growth Management Plan. past city reports on <br />city goals for improvements in the Central Business District. and the <br />goals of the 2001 committee. Additionally. such a plan was discussed <br />during the Governer's Design Team presentation in 1986. <br /> <br />. <br /> <br />BOARD MEMBER ROLFE ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL <br />SUPPORT OF THE RIVERWALK PARK PLAN AND GRANT APPLICATIONS AS PRESENTED. <br />BOARD MEMBER BYRON HOUGHTELIN SECONDED THE MOTION. THE MOTION CARRIED <br />6-0. <br /> <br />7. <br /> <br />Dennis Carlson. Anoka-Hennepin Community Education Department <br /> <br />Dennis Carlson. former Elk River School District Community Education <br />Director. discussed with the Recreation Board his experience as the Anoka- <br />Hennepin Community Education Director. Dennis provided some background <br />on the Anoka-Hennepin departmental system. and explained its components <br />of community education. It was indicated that in this department. the <br />schools system manages all of the city recreation programs. Also. the <br />school staff that deals with recreation is 70% financed by the cities. <br /> <br />. <br /> <br />In a general discussion with the Recreation Board. it was indicated that <br />in the Anoka-Hennepin Department. the summer recreation supplies and <br />materials are all financed by the cities. The department does not <br />include management of any of the softball or hockey activities. Also. <br />the financing by the cities for the youth recreation programs was all <br />that was necessary because the adult recreation programs were basically <br />covered by fees received for participation in the programs. Dennis <br />handed out a budget from the Anoka-Hennepin Community Education <br />Department. the winter session programing services brochure. the 1987-88 <br />Annual Report. and a sample Joint Powers Agreement between a city in the <br />district and the Community Education Department. The need for a Joint <br />Powers Agreement in Elk River between the city and the school district <br />was enphasized for a number of reasons including simply formalizing the <br />existing relationship between the two parties. <br />
