<br />Page 3 <br /> <br />. <br /> <br />Recreation Board Minutes <br />January 3, 1989 <br /> <br />The discussion between the Recreation Board and Dennis also included the <br />need in Elk River to obtain financial participation from some of the <br />surrounding townships within the School District for the recreation <br />programs. The need to maintain a strong network of volunteers to <br />supervise the youth activities was also emphasized. Dennis indicated <br />that the key to a successful school/city relationship is for cities to <br />define and explain to the Community Education Departments what its needs <br />are and what they want to see accomplished and then having the cities <br />finance the programs through the school system. <br /> <br />In concluding the discussion with Dennis, it was once again emphasized <br />the need for the City and the School District to formalize and document <br />its relationship because as the needs grow, so will the financial <br />obligations and responsibilities. <br /> <br />The Recreation Board thanked Mr. Carlson for his time and information <br />regarding schools/city relationships in the recreation area. <br /> <br />Rolfe Anderson left at this time (9:00 p.m.). <br /> <br />6. <br /> <br />Staff Updates <br /> <br />. <br /> <br />Community Education Director, Charlie Blesener discussed with the <br />Recreation Board various activities that have happened since last meeting <br />in November, 1988. Charlie updated the Recreation Board of the status of <br />skating at Handke Pit including the staffing, lighting and rink clearing <br />issues. In discussing the skating at Lion's Park, Charlie indicated that <br />staff is provided for the warming house but that because of the <br />prevailing winds the rink is not getting used extensively. He indicated <br />that this may change in the future as more citizens become aware of this <br />facility. <br /> <br />Phil Hals, Street/Park Superintendent, updated the Recreation Board on <br />the sliding hill and walkway trail lights in Lion's Park. Also discussed <br />at this time was the cross country skiing trail that is being constructed <br />on the golf course and Woodland Trails Park. Phil also stated that a <br />very simple ski trail could be provided at Lion's Park. General <br />discussion took place on the snowmobile issue on and near ski trails. <br /> <br />Pat Klaers, City Administrator, updated the Recreation Board on recent <br />Council action. He stated that the City has approved Park Dedication <br />Fees for 1989 at $350 per dwelling unit. Fifty dollars of this amount <br />would be specifically put away for trail development. Pat also informed <br />the Recreation Board that the City Council had offered in excess of <br />$53,000 for the abandoned railroad trail running north and south through <br />the community. This amounted to slightly over $700 per acre and it was <br />the "general feeling" of the City that this offer would be acceptable. <br />No response has been received to this City purchase offer. <br /> <br />. <br /> <br />7. <br /> <br />Other Business <br /> <br />City Administrator stated that the City Council would be reviewing <br />possible appointments to the Recreation Board at its 1/9/89 meeting. He <br />stated that the three members whose terms are up have all indicated <br />their desire to be reappointed. These three members are Todd Mixer, <br />Rolfe Anderson and Mike O'Brien. <br />
