JANUARY 3. 1989 <br /> <br />MEMBERS PRESENT: Mike O'Brien. City Administrator; Philip Ha1s. <br />Street/Park Superintendent; Charlie B1esener. <br />Community Education Director; Dennis Carlson. <br />Anoka-Hennepin Community Education Department <br /> <br />1. Pursuant to due call and notice thereof. the meeting of the Elk River <br />Recreation Board was called to order at 7:10 p.m. <br /> <br />2. Consideration of 1/3/89 Recreation Board Agenda <br /> <br />It was the consensus of the Recreation Board that the agenda was <br />acceptable as presented. <br /> <br />3. <br /> <br />Consideration of the 11/1/88 Recreation Board Minutes <br /> <br />BOARD MEMBER DAVE ANDERSON MOVED TO APPROVE THE 11/1/88 RECREATION BOARD <br />MINUTES AS SUBMITTED. THE MOTION WAS SECONDED BY BYRON HOUGHTELIN. THE <br />MOTION CARRIED 5-0. <br /> <br />4. <br /> <br />Public Mike <br /> <br />The was nobody present for this agenda item. <br /> <br />5. <br /> <br />Review of Riverwa1k Park Plan/Dick Fursman. <br />Coordinator <br /> <br />Economic <br /> <br />Development <br /> <br />The City Economic Development Coordinator. Dick Fursman. presented the <br />Recreation Board with the Riverwa1k Park Proposal that has been reviewed <br />and discussed by the City Economic Development Authority (EDA). Dick <br />reviewed Baurer and Associates plans and noted that the Riverwa1k <br />Proposal was originally put together in conjunction and associated with <br />the proposed building reconstruction at the Central Business District <br />fire site. <br /> <br />Mr. Fursman reviewed the four phases of the Riverpark Proposal. He <br />emphasized that this riverwa1k was planned to be part of the overall city <br />trail system. as identified in the Growth Management Plan. and could even <br />be viewed as an independent park at this time. Dick indicated that per <br />City Council request. that the staff and consultant are working on grants <br />to help finance the proposal. <br /> <br />It was announced that the EDA would be reviewing the Riverwa1k Proposal <br />and discussing the issues related to this park in more detail at a <br />special meeting on Wednesday. January 4. 1989. and that all Recreation <br />Board members were invited to attend this meeting. <br />
