12 <br /> <br />19.1 For employees working a Monday through Friday workweek, holidays occurring on <br /> Saturday will be observed the preceding Friday and holidays occurring on Sunday will <br /> be observed on the following Monday. <br /> <br />19.2 When a holiday falls during an employee’s vacation or sick leave, the employee will not <br /> be charged with vacation or sick leave for the holiday hours; the hours will be <br /> considered holiday leave. <br /> <br />19.3 Employees called in to work on the actual holidays listed above shall receive one and <br /> one-half the employee’s regular rate of pay in addition to the holiday pay. <br />ARTICLE 20. ON CALL <br />Records Clerks and Secretary/Receptionists assigned on-call duty on Sundays or Holidays that <br />precede the start of the work week shall receive two hours of compensatory time at base wage <br />rate (straight time) for that day only. Only one employee may be on-call on any given Sunday or <br />Holiday. <br />ARTICLE 21. COMPENSATORY TIME PROVISIONS <br />Regular full time non-exempt Employees may be allowed to accumulate either Overtime <br />worked at the rate provided for in Article 12 or, with prior approval from Employer, <br />Compensatory Time at the rate of one and one-half (1½) times the excess hours worked. As of <br />the last day of the first pay period that includes a day in December, compensatory time <br />balances must be at or below 40 hours. Hours in excess of 40 will be paid out. <br />Employees may use Compensatory Time off duty with pay, subject to prior approval of the <br />Employer. <br />The City Administrator may approve Compensatory Time to be cashed out during a regular <br />pay period at other times during the year due to unforeseen, extenuating circumstances. <br />ARTICLE 22. WAGES <br />Employees shall be paid wages as found in Appendix A. <br />22.1 Effective 01-01-2026, Employees shall receive a 2.75% general wage increase. <br />Effective 06-28-2026, Employees shall receive 0.25% general wage increase. <br />Effective the first pay period that includes 01-01-2027, Employees shall receive a 2.75% <br /> general wage increase. <br />07-01-2027 mid-year lookback based on average COLA and market adjustment of peer <br /> cities not to exceed 1.5%, retro to the first pay period that includes 01-01-2027. <br />For the lookback, the City will confirm whether each peer city’s police clerical and technical <br />employees are in a union or not. If they are in a union, the City will use the COLA and Market <br />Page 74 of 111
