The portion of the Mississippi River from <br />the County-State Highway 7 bridge in St. Cloud to the northwest boundaries of the Cities of <br />Anoka and Champlin is designated as a component of the Minnesota Wild, Scenic, and <br />Recreational River Systems (Minnesota Rules parts 6105.0910 and 6105.0950). <br />No trout streams/lakes are present within or near the project area (19). The MnDNR has <br />identified no wildlife lakes (shallow lakes designated as high-value wildlife habitats) within or <br />near the project area (19). Similarly, the MnDNR has not identified any Migratory Waterfowl <br />Feeding and Resting Areas within or near the project area (19). <br /> <br />As shown on Figure 12, the lower cultivated <br />field is within the 100-year and 500-year <br />floodplain. According to the FEMA <br />floodplain map 27141C0395F (effective <br />date November 16th, 2011) (FIRM number <br />270436) (panel 0395F), the floodplain <br />within the project area is a ‘regulatory <br />floodway.’ The base flood elevation shown <br />on FEMA’s floodplain map is 861 and 860 <br />ft. MSL. Cross sections F and G from the <br />Flood Insurance Study Report of the <br />Mississippi River are detailed in Table 13 <br />on the following page. In accordance with <br />the City of Elk River code, any use that <br />requires fill, excavation, storage of <br />materials, or placement of anything that may <br />cause a potential obstruction would require a <br />permit. The lower cultivated field is planned <br />to be deeded to the City for park dedication <br />(Appendix A). It is anticipated that play <br />structures/gazebos or other park <br />infrastructure will be placed outside the <br />floodplain. <br /> <br />Exhibit 2.
