Water Resources: <br /> <br />a) Describe surface water and groundwater features on or near the site in a.i. and a.ii. below. <br />i) Surface water – lakes, streams, wetlands, intermittent channels, and county/judicial <br />ditches. Include any special designations such as public waters, shoreland <br />classification and floodway/floodplain, trout stream/lake, wildlife lakes, migratory <br />waterfowl feeding/resting lake, and outstanding resource value water. Include the <br />presence of aquatic invasive species and the water quality impairments or special <br />designations listed on the current MPCA 303d Impaired Waters List that are within 1 <br />mile of the project. Include DNR Public Waters Inventory number(s), if any. <br /> <br />In 2024, the wetlands were delineated onsite and approved by the City of Elk River (Local <br />Government Unit) on February 4th, 2025 (Figure 12 and Appendix E). Table 11 outlines the two <br />wetlands delineated onsite. A semi-permanently flowing oxbow channel was also identified <br />during the delineation. <br /> <br />Table 11. The project area was not within 1,000 feet of any Public Waters or Wetlands. Table 12 on <br />the following page outlines all MnDNR Public Water Basins, Wetlands, Watercourses, and <br />Ditches/Altered Natural Watercourses within one mile of the project area. Portions of the lower <br />cultivated field and woodland are within shoreland (Figure 12). Chapter 30 of the Elk River <br />City code outlines provisions for shoreland use (2). The use of any shoreland of public waters, <br />the size and shape of lots, the use, size, type and location of structures on lots, the grading and <br />filling of any shoreland area, the cutting of shoreland vegetation, and the subdivision of land <br />shall be in full compliance with the terms of applicable regulations. The City has limitations in <br />place regarding vegetation alterations within shoreland. Generally, vegetation alteration <br />necessary for the construction of structures, roads, and parking areas is exempt. A permit is <br />required for the construction of buildings or building additions and certain grading and filling <br />activities not exempt by section 30-2023 of the City Code. The lower cultivated field is <br />planned to be deeded to the City for park dedication (Appendix A). Any play structures, <br />gazebos, other park infrastructure, or pedestrian trails will need to comply with the City code. <br />
