This schedule is based on our review of the project background,
description, and scope of services included in the Request for Proposals and our experience on other similar
projects. Upon selection, Bolton & Menk will work with City staff and other project partners to revise and
update this schedule as needed to ensure successful delivery of this project. This schedule is very aggressive
with best case review times and no land acquisition needs. Given the anticipated review process from MnDOT
we have built in the State Aid level of plans and submittal review process. If state aid funds are not used, we do
not anticipate more than a week or two of reduced schedule timeline that will not change the anticipated
completion date for this project. This schedule is also based on the assumption signals will not be added to the
J-Turn as part of this project. If signals are required, coordination with MnDOT and pole and electrical work
lead times will likely extend the project into the spring of 2027. Should any of these reviews take longer than
anticipated, or additional environmental or land acquisitions are needed, the construction phase will likely occur
in 2027.

Should Federal funds be used on this project, the schedule is anticipated to extend to bidding in the winter or
spring of 2027 with an anticipated project completion in the fall of 2027.

J A S O N D J F M A M J J A S O N D
Public and Agency Involvement
PMT Meetings
4.0 Preliminary Design
7.0 Construction
5.3
5.4
Utility Coordination6.0
Cost Estimates (60%, 95%, 100%)
Specifications and Bidding Documentation
5.1
2.3 Public Meetings
Plan Submittals (60%, 95%, 100%)
Final Design
Final Design Plans
5.2
3.2
5.0
3.4 Cost Estimates
2026
ICE Study
Tasks
1.0 Project Management
2.0
4.1 Finalize Concept Development
4.2 Preliminary Drainage Design
4.3 Evaluate Potential Construction Staging/Detour
4.5 Prepare Geometric Layout
4.6 Prepare Environmental Documents
4.7 Cost Estimates
2025
X
3.3
3.0
2.2 Agency Coordination Meeting
ICE Study Report
Concept Development
2.1
X
X
X
X
XX
X
30% Plans100% PS&E Submittal95% Plans60% PlansProject Bid OpeningPage 267 of 309
