I

I

Informational Meeting Minutes
Highland Street Reconstruction
February 15,2006

I

I

I

I

I

I

I

I

I

I

A:

I

Q:
A:

I

I

Q:
A:

I

I

Q:
A:

I

I

Q:

If the road is reconstructed now, will the issue of sewer and water come up again in
the next few years?
I think it is highly unlikely that the sewer and water question will be raised by the
City Council in the next few years unless there are constituents in the area that are
voicing concern for one reason over another such as failed septic systems, inability to
refinance or sell homes, things like that. The City Council has historically not pushed
sewer and water into the neighborhoods but have reacted to the neighborhood
concerns about the need for sewer and water.

A:

Q:
A:

I am in the process of selling my house. What can I tell the buyers?
You can certainly tell the buyers about the meetings that have been had and the
proposal that is being discussed. If a potential buyer were to call the city and ask
about a pending assessment, the answer at this point is that there is no pending
assessment; however, when the City Council orders the improvement and the
preparation of plans and specs at that point the answer to the question would be that.
there is a pending assessment.

Q:
A:

What would be the price of hook up for sewer and water?
There would be an assessment to the lot for trunk and lateral sanitary sewer and
water that would likely be in the range of $10,000 - $15,000. In addition to that at the
time of hookup, the sewer availability charge (SAC) of $3,500 in 2006 and the water
availability charge (WAC) of $3,000 in 2006 would need to be paid. Annually, these
SAC and WAC fees are reviewed and often raised. The amount that is paid is the
amount in effect at the time of hookup. Finally, the homeowner would responsible
for the connection of the services to the home.

Q:

Is there a stOlID water utility charge based on the size of my property or the square
footage of my house?
No, the city looked at a storm water utility many years ago and decided that it was
not a good fit for the city so there is no storm water utility charge that would be
assessed.

When would I see an assessment notice?
Based on our tentative schedule, you would see the assessment notice sometime
around the first part of May of this year.

How much opposition have you had to this proposal?
Since we mailed the notices for this informational meeting, I have received one email
from a resident asking about potential assessments. I answered the email similar to
the information presented tonight and heard nothing more. I have received no
phone calls or other contacts other than the one email.

Would the sharp curve on Highland Road be straightened at all?
There is not enough room to straighten the cmve; however, with the narrowing and
urbanization of the road, we believe that the speeds around that cmve would lower
