For budgeting purposes we have <br />estimated the cost of a sidewalk on both sides of the roadway. It would be possible <br />to only build it on one side, possibly building it wider than 6 feet. That will be an <br />issue that will be discussed by the City Council; however, with the large residential <br />area to d'le north of Highland Road, it would seem reasonable to have a sidewalk on <br />the north side to intercept pedestrians and give them a corridor to the east and west. <br /> <br />Would Councilmember Farber need to abstain from a vote on this project? <br />I don't believe that a. Councihnember voting on a project in which he is proposed to <br />be assessed would be considered a conflict of interest; however, each <br />Councilmember will need to determine the appropriate course of action for <br />themselves. <br /> <br />Q: <br /> <br />Could Highland Road and Proctor Avenue intersection be made a four-way stop? <br />There is an awful lot of pedestrian traffic moving back and forth between d'le <br />neighborhoods and the school on the west side of Proctor. <br />That issue could be looked at. It has not been discussed at this point; however, in <br />order to create a four-way stop at that intersection, Sherburne County would need to <br />concur since Proctor Avenue is a County Road. It is unlikely that a four-way stop <br />installation would be warranted based on traffic; however, this is something that <br />could be discussed with the School District and Sherburne County relative to how <br />many students are expected to and also chose to walk to school. <br /> <br />A: <br /> <br />Q: <br />A: <br /> <br />When is the first assessment payment due? <br />The assessment payment would be due with real estate taxes in 2007. The annual <br />payment which was shown earlier is simply divided in half and half is due with each <br />portion of the real estate taxes. <br /> <br />Q: <br /> <br />Why does the city appear to be so generous in funding 70-80% of the cost of the <br />road conslluction? <br />The City Council, several years ago when they embarked on a pavement <br />rehabilitation program, established an assessment rate on a per-parcel basis. In 2003, <br />that rate was $5,000 a residential unit and in 2005 it was $6,000 per residential unit. It <br />is typically being raised about $500 a year. Highland Road is proposed to be <br />reconsllucted and funded under the same scenario that has been used on the last two <br />reconslluction projects. <br /> <br />A: <br /> <br />Q: <br /> <br />If the final lift of blacktop is not placed until 2007, will we be driving on dirt or <br />gravel through d'le winter months? <br />No, the fIrst lift of blacktop, which is d'le thickest layer, will be placed in 2006. It <br />would then be allowed to setde over the winter because of the underground <br />construction just in case there are any areas that need to be repaired before the final <br />lift of bituminous is placed in 2007. <br /> <br />A: <br />
