Due to existing
topography and required pipe slopes, the westernmost section of Highland Road, west of Norfolk
Street, cannot drain directly to the identified manhole. It would be necessary for one lot along
Highland Road and the seven lots along Oxford Street to be served through the Cherrywood Hills
Addition by connecting a gravity sewer pipe to a manhole on the west side of Proctor Road. The
existing manhole is located on 194th Avenue NW about 280 feet west of Proctor Road.

By installing service stubs to the property line and mainline stubs at the connecting streets, future
extensions and residential hook-ups can be completed without excavating the reconstructed
Highland Road.

The proposed sanitary sewer improvements are shown on Exhibit 5 and the estimated costs are
included in the Project Cost section ohhis report.

Watermain

There is an existing watermain with hydrants along the entire length of Highland Road. Part of the
proposed project would be to install service connections to lots fronting Highland Road and
installing watermain stubs at the connecting streets. The proj ect will call for 9 wet taps and 18
service stubs. The service and watermain stubs would allow future connection and extensions to be
completed without excavating the reconstructed Highland Road.

It may be necessary to relocate some of the hydrants. This will be determined during the design
phase.

The proposed water improvements are shown on Exhibit 6 and the estimated costs are included in
the Project Cost section of this report.

VI. EASEMENTS AND PERMITS

Right-of-Way and Easements

The existing 80-foot wide right-of-way will be adequate to construct the street and utility
improvements outlined within this report. As street improvements will be designed to match
existing conditions as closely as possible, there may a requirement for temporary construction
easements in isolated cases. Permission would be secured from any homeowners prior to such work
being initiated. These requirements will be further defined during the design phase of this process.

5
