Concrete curb protects the edge ofthe road and adjacent boulevard
area from erosion. The proposed concrete curb and gutter will be a barrier type curb; similar to curb
constructed on previous projects throughout the city.

Driveway aprons will accomplish a transition from the street to the driveways. Each driveway will
be reviewed during preparation of plans and specifications to determine the transition required. All
driveways will receive a 4-foot wide concrete driveway apron where the existing driveway
approach meets the new concrete curb section. The driveway aprons taper the gutterline grade to the
top of curb grade.

Minor changes in grade or elevations may be necessary on some areas to improve storm drainage or
sight distances. The horizontal curve east of 192nd Avenue is constructed to a 25 mph design speed.
This is less than the State Aid minimum required design speed of 30 mph. A variance to the design
standard will need to be requested from MnDDT.

The estimated costs for the proposed street improvements are included in the Project Cost section
of this report.

Storm Drainage

With the proposed reconstruction of the roadway to an urban section a storm sewer collection and
conveyance system would also be constructed. This would consist of a series of small diameter
pipes and catch basins to collect storm water runoff and convey it. Generally, runoffwill be
conveyed to the same locations where it currently flows.

The estimated costs for the proposed storm drainage improvements are included in the Project Cost
section of this report.

Sanitary Sewer

Although City sanitary sewer is not part of the proposed project the reconstruction ofthe roadway
lends itself to completing all underground utilities. Therefore, it is proposed to install sanitary
sewer under Highland Road in anticipation that it may be needed during the life of the roadway.

The majority of the proposed project area is able to drain by gravity to an existing sanitary sewer
manhole located between 192nd Avenue and Jackson Street. This includes 17 houses directly

4
