• Review and update control enclosure plans and details, including AC station power and <br />DC battery system equipment designs and submit for Client review and control enclosure <br />bidding. <br />• Review and update control panel layouts and material lists and submit for Client review <br />and control panel bidding. <br />• Review and update final physical design including bus work, shielding, foundations, <br />grounding, raceways, fencing, and substation bill of material list. Submit physical design <br />for Client review and for construction. <br />• Review and update relay and control design for 69 IN line, 69/13.2 kV transformer, 13.2 <br />kV bus, metering, and associated equipment. Submit for Client review and for control panel <br />fabrication. <br />• Review and update RTU (SEL-RTAC) design. Submit for Client review and for control <br />panel fabrication. <br />• Create final yard equipment wiring diagrams, interconnection wiring diagrams, and control <br />cable schedules and assemble final relay and control schematic and wiring diagrams after <br />fabrication of all equipment. Submit entire package for Owner review and then for <br />construction purposes. <br />• Coordinate design issues with others as needed, including coordination with GRE for <br />transmission line interface. <br />• Produce additional drawings, plans, sketches, elevations, schematics, diagrams, <br />descriptions, and documents necessary to describe the intended construction. <br />Bidding Phase(Hourly): <br />• Develop contract and specifications for power transformer to be delivered, installed, and <br />tested on site by transformer manufacturer. <br />• Develop contracts and specifications for major material procurement via an RFQ process <br />or sealed public bid process, if required. Major material includes substation steel structures, <br />115 kV circuit breaker, 69 kV potential transformer, 115 kV switch, 15 kV reclosers, <br />substation control enclosure, and relay panels. <br />• Develop contracts, specifications, and material list for miscellaneous minor material <br />package procurement via an RFQ process or sealed public bid process, if required. <br />• Produce plans and specifications with contract documents as required, to define <br />construction requirements and allow for receiving of construction bids for foundation <br />installation and substation fence installation by contractor. <br />• Provide bidding documents to interested bidders, issue plan holder lists, and respond to <br />bidder questions. <br />• Assist Client in analyzing bids, develop spreadsheets detailing bid results, and make <br />recommendations of award of contracts. <br />Construction Phase (Hourly): <br />• Organize and attend preconstruction conferences as needed. <br />• Review shop drawings from contractors and from major material suppliers. <br />• Assist in construction administration and scheduling as needed for transformer <br />manufacturer, major equipment suppliers, and contractors. <br />• Coordinate substation fence corner post and baseline staring prior to construction. <br />Page z of 6 <br />113 <br />
