Rolling Hills Pond Dredging <br />Ell< River, Minnesota <br />S-5 Scope of Work <br />The specifications, together with the plans, describe in detail the work to be completed <br />on the project. The Contractor shall be responsible for all work and its proper completion except as <br />explicitly noted. All work shall be completed in accordance with the pertinent federal, state, and local <br />codes and ordinances. In addition to the construction, the Contractor shall protect, maintain, repair, <br />and restore all subsurface and overhead structures directly or indirectly disturbed, damaged, or affected <br />by his operation. <br />The work under this project consists of excavation activities at six municipal stormwater ponds in <br />Elk River, Minnesota. These municipal stormwater ponds are referenced as Rolling Hills Pond <br />Dredging. Rolling Hills Pond Dredging encompasses an area of approximately 10,200 Square Feet <br />at a depth of 2 feet, see site plan for reference. <br />The Rolling Hills ponds have reached the limit of treatment effectiveness and requires maintenance. <br />The sediment testing consisted of 12 composite samples at six different locations. The full <br />assessment of sediment testing is attached as Rolling Hills Sediment Testing. B-1 is considered <br />above Tier 1 SRV and would be classified as "regulated fill." Regulated fill is considered solid waste <br />by the MPCA and required proper disposal. The five other basins are considered Tier 1 and is <br />classified as "unregulated fill," which should follow the MPCA's Best Management Practices for <br />Offsite Use of Unregulated Fill (MPCA BMP Guidance). According to their guidance, the MPCA <br />recommends avoiding placing unregulated fill at schools, playgrounds, daycares, residential <br />properties, in gardens where food will be produced, and near lakes, rivers or streams. The MPCA <br />indicates that unregulated fill is best suited for use at industrial or commercial properties. <br />If the Minnesota Pollution Control Agency SRV standards change during the timeline of the project <br />that affects these standards, the city will retain the option to reconsider with the contractor and <br />MPCA on an appropriate solution. <br />The contractor will furnish all labor, equipment and materials to perform the requested excavation <br />in accordance with the approved permit conditions. Contractor shall properly dewater the pond <br />prior to excavation and may have to continue dewatering if groundwater is encountered during the <br />project. The dredged sediment material must also be adequately dewatered prior to being hauled off <br />site. The excavation shall include providing access for equipment from the banks of the pond, <br />repairing the bank as can be accomplished during winter conditions, and excavating the pond until <br />the native bottom is reached. <br />The contractor shall be responsible for determining the best methods and equipment to use with a <br />goal of maximizing the area of excavation. The contractor shall also be responsible for providing <br />trucking of spoils to a suitable location selected by the contractor and allows for proper disposal. <br />The contractor shall be responsible for compliance with all project permit conditions including, but <br />not limited to, meeting all environmental standards. <br />Division S S-2 <br />
