Some of <br />the measurements were quantitative while others were qualitative. Some measurements were <br />neutral to the selection process because all of the sites could be considered equal. Other <br />conditions were considered as critical. The recommendation is based primarily on the following: <br /> <br />· Size, Shape, and Site Expandability: The existing sites must be large enough to <br />accommodate the current needs and future program expansions. The largest site is Site <br />C and it also has the largest amount of net building area based upon current zoning. Its <br />shape allows building and parking to be located so that future expansion of both the <br />building and parking areas can be accomplished. <br /> <br />· Visibility: One of the most desirable features for any library location is the high degree <br />of visibility it presents. Site C offers the greatest visibility because of its location and its <br />position at the curve of Orono Parkway. Views are unobstructed and any building will <br />have the appearance of a destination. The scale of the building will make it visible as a <br />public building. Site access and parking locations will be obvious and simple. <br /> <br />· Site Access and Safety: Site access and safety is dependent upon the operational <br />aspects of the local street system, traffic conditions and the design of improvements. <br />Site C offers easy access to a majority of the users because of its location on an arterial <br />road of Orono Parkway and links to Highway 10 and Main Street. Site access and <br />parking locations will be obvious and simple. <br /> <br />· Comprehensive Plan: The comprehensive plan encourages the community to <br />consider the future and serves as a guide for public investments in infrastructure and <br />facilities.
