The growing community of the City of Elk River and the <br />region as a whole provides the context for the development of expanding library services and <br />use through the Great River Regional Library System. <br /> <br />Rapidly changes in the sources and uses of information, along with changing media formats, <br />storage requirements, retrieval options and distribution now require a facility response to the <br />growing and changing demands of the community for services. The size, configuration, and <br />location of the library must respond with the freedom to adapt, grow, and respond to change. <br /> <br />The selection of the library location is an initial step in the preparation of the building and site <br />designs. The location is driven by the analysis of available sites, the program of requirements <br />for the site, and the building or space program for the functional design. These pre-design <br />initiatives form the basis of decision-making and direction. <br /> <br />Strategies for renovations, additions, or new construction may be evaluated according to <br />common criteria reflecting the priorities of the City and the Great River Regional Library. The <br />purpose of this document is to evaluate potential sites regarding the feasibility of and suitability <br />for construction to meet the library program of requirements. <br /> <br />Three sites have been identified for initial review. Included are the existing site and two new <br />locations adjacent to the City Offices for Elk River. These sites are to be prioritized utilizing the <br />common evaluation criteria versus available information and conceptual site studies.
