Site C offers easy access to a majority of .the <br />users because of its location on an arterial road of Orono Parkway and links <br />to Highway 10 and Main Street. Site access and parking locations will be <br />obvious and simple. <br /> <br />· Comprehensive Plan: The comprehensive plan encourages the <br />community to consider the future and serves as a guide for public <br />investments in infrastructure and facilities. The development of the library <br />at Site C best coordinates with the capital improvements plans of the City of <br />Elk River as outlined in the comprehensive plan. <br /> <br />· Views and Aesthetic Qualities: Locating the new library on a site with <br />natural aesthetic qualities is significant - especially when looking to the <br />future and the potentials for enhancing the qualities with the building and <br />site design. Site C is attractive and defined by tree lines. These view and <br />the defined limits of the site will not change with development. The views <br />and proximities to the Lake and Dam will also not be changed with the <br />construction of the library. <br />· Site Development Costs: The existing conditions dictate the potential <br />costs for the development of each site. Preliminary site development costs <br />were prepared based upon the program assumptions and preliminary site <br />design concepts. Development costs for Site C have been projected to be <br />about $87.000 for a new structure. <br /> <br />The analysis indicates that both of the sites A and B offer good opportunities for <br />construction of the replacement library. The "retained asset value" of <br />constructing on a new site offers financial benefits beyond the first cost <br />construction pricing. On balance, Site Option "C" will provide the most <br />satisfactory long-range site solution for the library construction. <br /> <br />Different priorities or additional criterial could modify the ranking of these sites. <br />However, we believe that the final analysis should confirm the comparative <br />benefits of the recommended site.
