The evaluations <br />include an examination of existing conditions, design possibilities, and preliminary <br />program requirements. Three unique sites were examined for this effort. <br /> <br />The evaluation process measured each of the buildings according to the same <br />criteria. Some of the measurements were quantitative while others were . <br />qualitative. Some measurements were neutral to the selection process because <br />all of the sites could be considered equal. Other conditions were considered as <br />critical and clearly support the recommendation being offered. <br /> <br />Based upon the available site data and the development of preliminary site <br />design concepts, the site identified as Option "C", located across from City Hall <br />on Orono Parkway is recommended as the best site immediately available for the <br />construction of a new library for the City of Elk River. The recommendation is <br />based primarily on the following: <br /> <br />. Size, Shape, and Site Expandability: The existing sites must be large <br />enough to accommodate the current needs and future program expansions. <br />The largest site is Site C and it also has the largest amount of net building <br />area based upon current zoning. Its shape allows building and parking to <br />be located so that future expansion of both the building and parking areas <br />can be accomplished. <br /> <br />. Visibility: One of the most desirable features for any library location is the <br />high degree of visibility it presents. Site C offers the greatest visibility <br />because of its location and its position at the curve of Orono Parkway. <br />Views are unobstructed and any building will have the appearance of a <br />destination. The scale of the building will make it visible as a public <br />building.
