Case No. AS 97-5 <br /> <br />James Warren is proposing to subdivide a 40.45 acre parcel into 2 lots. No trails or <br />parks are planned for this site according to the Comprehensive Plan. <br /> <br />COMMISSIONER WESTRUM MOVED TO ACCEPT A CASH PAYMENT FOR THE WARREN <br />ADMINISTRATIVE SUBDIVISION TO MEET PARK DEDICATION REQUIREMENTS. <br />COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />6.2. Phoenix Enterprises Preliminary and Final Plat for Hillside Crossina Three, Case No. <br />P 97-11 <br /> <br />6.3. <br /> <br />Phoenix Enterprises is requesting preliminary and final plat approval to plat 3.4 <br />acres into one commercial lot and an outlot. <br /> <br />COMMISSIONER KUESTER MOVED TO ACCEPT A CASH PAYMENT FOR THE HILLSIDE <br />CROSSING THREE PLAT, TO MEET PARK DEDICATION REQUIREMENTS. <br />COMMISSIONER WESTRUM SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />Guardian Anaels Preliminary Plat and Conditional Use Permit for a Mixed Use PUD <br /> <br />Guardian Angels is proposing to plat 11.5 acres into 4 lots. The mixed use <br />development includes townhouses, assisted living facilities. a medical clinic and <br />retail buildings. A sidewalk was previously recommended on the north side of <br />Highway 10 to Joplin. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED TO REQUIRE CASH PARK DEDICATION AT <br />COMMERCIAL RATE FOR THE RETAIL PORTION OF THE ORONO SHORES PLAT, AND AT <br />THE RESIDENTIAL RATE FOR THE TOWN HOMES; AND, THAT NO PARK DEDICATION BE <br />REQUIRED FOR ASSISTED LIVING UNITS AND FUTURE ASSISTED LIVING AREA SHOWN <br />ON THE PLAT. COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION <br />CARRIED 7-0. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED THAT THE PARK & RECREATION <br />RECOMMEND A SIDEWALK BE PLACED ON THE NORTH SIDE OF HIGHWAY 10 UP TO <br />THE ELK RIVER BOWL IN ACCORDANCE WITH THE MASTER PARK PLAN. <br />COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />7. Update - Community Recreation <br /> <br />Jeff Asfahl discussed the status of the proposed skateboard park. Jeff stated it <br />has been recommended that an agreement for land given to Skateboarder's <br />Association include a reverter clause to ensure that if the project doesn't happen, <br />the property would revert back to the City. Jeff noted that an enclosed facility is <br />easier to secure. The next step will be locating a site for the facility and <br />forwarding a recommendation by the Park & Recreation Commission to the City <br />Council. Phil Hals will check on whether or not the Lions Park property was <br />dedicated to the City. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED THAT THE PARK AND RECREATION <br />COMMISSION CONTINUE THEIR SUPPORT FOR THE SKATEBOARDER'S ASSOCIATION <br />EFFORTS, AND REQUESTED THAT STAFF PROCEED WITH IDENTIFYING A 1 - 2 ACRE SITE <br />
