<br />Park & Recreation Commission Minutes <br />July 16. 1997 <br />Page 2 <br /> <br />the summer and an outdoor pool would meet those needs. She recommended a <br />50 meter by 25 meter pool with 8 lanes, but felt they could get by with 6 lanes. <br />Ms. Warneke also questioned whether or not a pool could be included in a <br />community center project. <br /> <br />. <br /> <br />Discussion followed regarding the recent repairs and corroding of the <br />VandenBerge aluminum pool. <br /> <br />Commissioner Dave Anderson explained the pool will likely be taken out of the <br />outdoor recreational improvements referendum and then presented as a <br />separate issue to voters in the spring. He explained the reason the pool project <br />will not be included is due to the following: 1) the original calculations were <br />based on net tax capacity, rather than property market value. To include a pool <br />would have necessitated increasing taxes to the average household well over <br />the $30 figure, which they are trying to stay under; and, 2) more time is needed <br />to research costs and the type of pool facility which would best serve the <br />community. <br /> <br />Information from Bill Morrison of Decision Resources and tax impact information <br />from Lori Johnson was distributed to the Commissioners. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED TO REMOVE THE POOL PROPOSAL FROM <br />THE OUTDOOR RECREATIONAL FACILITIES REFERENDUM QUESTION. COMMISSIONER <br />MADSEN SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />COMMISSIONER KUESTER MOVED TO APPROVE THAT THE $2 MILLION OUTDOOR <br />RECREATIONAL FACILITIES REFERENDUM QUESTION BE PRESENTED TO VOTERS FOR <br />THE SPECIFIC ITEMS FROM WORKSHEET INCLUDING ENGINEERING AND <br />ADMINISTRATIVE COSTS. COMMISSIONER WESTRUM SECONDED MOTION. MOTION <br />CARRIED 6-0. <br /> <br />. <br /> <br />Chair Anderson indicated the formal question for the referendum will be <br />reviewed and the election date established at the July 2151 City Council meeting. <br />If the issue passes, the $2 million will be levied in 1997 and bonded in the spring. <br /> <br />Commissioner Dave Anderson indicated the Park & Recreation will also be <br />seeking grants for outdoor recreation to maximize the funds provided by the <br />referendum. <br /> <br />It was the consensus of the Park & Recreation Commissioners to discuss the <br />subcommittee's recommendation at the July 23rd special meeting. <br /> <br />5. Update - Master Park Plan - Steve Rohlf <br /> <br />The Park & Recreation Commissioners reviewed a memo from Steve Rohlf which <br />will be presented to the City Council on July 2151, regarding the Master Park Plan <br />update. The Commissioners expressed their support for Steve's comments and <br />their appreciation for the good work done by Steve in completing the project. <br /> <br />. <br />
