Jeff Asfahl stated the Community Recreation budget has a contingency of future funding. Commissioner Dave Anderson is concerned about hiring a responsible person. Phil Hals, Street/Park Superintendent, would like to suggest that the City Council hire a Park Ranger who would work on Saturdays and Sundays during the hours of 10:00 a.m. to 6:00 p.m. Jeff Asfah/, Community Recreation Director, handed out an update of the guidelines for the playing fields and an agreement of who is responsible for the new varsity field. Jeff also distributed his 1995 Community Recreation Board Annual Report. Jeff Asfahl informed the Commission of a May 30, 1996, annual meeting. The Commission will be receiving invitations. The topic will be a report on the findings of the youth summit. Jeff Asfahl also introduced his idea of an interschool trail system that would serve as a bus route and also for recreation purposes. 7. Discussion on Yankton Street River Access Phil Hals, Street/Park Superintendent, discussed complaints over kids cutting across properties on Yankton Street to gain access to the Elk River. Staff would like to provide a public access to the river. It was the consensus of the Park and Recreation Commission to instruct Phil Hals to invite the local property owners to discuss the proposed trail at the June meeting. 8. Update on Landscape Plan for Downtown Parkina Lot Phil Hals, Street/Park Superintendent, presented the Park and Recreation Commission with a plan for landscaping the downtown parking lot. 9. Discussion on Flower Plantinas Phil Hals, Street/Park Superintendent, stated two people have approached him with plans and recommendations to plant some perennials and annual flowers in four different areas; the Chamber site, Jackson Square, EDA site, and City Hall. Phil Hals stated the Big Wheel Rossi Fund could be used. The total cost will be approximately $2,600. COMMISSIONER DAVE ANDERSON MOVED TO HAVE JANE PATTEN AND MARY THOMPSON PLANT PERENNIALS AND ANNUAL FLOWERS IN FOUR LOCATIONS. IN ADDITION, IF MAINTAINING THE FLOWERS IS TOO MUCH TO HANDLE, THEY SHOULD DO AS MUCH AS THEY CAN AND LOOK INTO SOMEONE WHO WILL POSSIBLY HELP WITH THE MAINTENANCE. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 10. Review Joint Meetino with City Council Chair Dana Anderson reviewed with the joint City Council/Park and Recreation Commission meeting. Chair Dana Anderson stated it was a positive discussion and he was disappointed that all the Council was not in attendance.
