<br />. <br /> <br />. <br /> <br />. <br /> <br />Park & Recreation Commission Minutes <br />May 8, 1996 <br /> <br />Page 3 <br /> <br />Discussion was held on the supervision of the parks. Jeff Asfahl stated the <br />Community Recreation budget has a contingency of future funding. <br />Commissioner Dave Anderson is concerned about hiring a responsible person. <br />Phil Hals, Street/Park Superintendent, would like to suggest that the City Council <br />hire a Park Ranger who would work on Saturdays and Sundays during the hours <br />of 10:00 a.m. to 6:00 p.m. <br /> <br />Jeff Asfah/, Community Recreation Director, handed out an update of the <br />guidelines for the playing fields and an agreement of who is responsible for the <br />new varsity field. Jeff also distributed his 1995 Community Recreation Board <br />Annual Report. <br /> <br />Jeff Asfahl informed the Commission of a May 30, 1996, annual meeting. The <br />Commission will be receiving invitations. The topic will be a report on the findings <br />of the youth summit. <br /> <br />Jeff Asfahl also introduced his idea of an interschool trail system that would serve <br />as a bus route and also for recreation purposes. <br /> <br />7. Discussion on Yankton Street River Access <br /> <br />Phil Hals, Street/Park Superintendent, discussed complaints over kids cutting <br />across properties on Yankton Street to gain access to the Elk River. Staff would <br />like to provide a public access to the river. It was the consensus of the Park and <br />Recreation Commission to instruct Phil Hals to invite the local property owners to <br />discuss the proposed trail at the June meeting. <br /> <br />8. <br /> <br />Update on Landscape Plan for Downtown Parkina Lot <br /> <br />Phil Hals, Street/Park Superintendent, presented the Park and Recreation <br />Commission with a plan for landscaping the downtown parking lot. <br /> <br />9. Discussion on Flower Plantinas <br /> <br />Phil Hals, Street/Park Superintendent, stated two people have approached him <br />with plans and recommendations to plant some perennials and annual flowers in <br />four different areas; the Chamber site, Jackson Square, EDA site, and City Hall. <br />Phil Hals stated the Big Wheel Rossi Fund could be used. The total cost will be <br />approximately $2,600. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED TO HAVE JANE PATTEN AND MARY <br />THOMPSON PLANT PERENNIALS AND ANNUAL FLOWERS IN FOUR LOCATIONS. IN <br />ADDITION, IF MAINTAINING THE FLOWERS IS TOO MUCH TO HANDLE, THEY SHOULD <br />DO AS MUCH AS THEY CAN AND LOOK INTO SOMEONE WHO WILL POSSIBLY HELP <br />WITH THE MAINTENANCE. COMMISSIONER MADSEN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />10. <br /> <br />Review Joint Meetino with City Council <br /> <br />Chair Dana Anderson reviewed with the joint City Council/Park and Recreation <br />Commission meeting. Chair Dana Anderson stated it was a positive discussion <br />and he was disappointed that all the Council was not in attendance. <br />
