<br />Park and Recreation Commission Meeting <br />March 8, 1995 <br /> <br />Page 3 <br /> <br />. <br /> <br />COMMISSIONER TUTTLE MOVED TO ACCEPT CASH FOR PARK DEDICATION. <br />COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED <br />7-0. <br /> <br />6. <br /> <br />Information on Bradv Prooertv <br /> <br />Ron Bastier presented a concept for the development showing 116 acres which <br />will include 200 residential lots and a proposed park area of 16 or 18 acres of high <br />land plus some wetlands. <br /> <br />Commissioner Lipetzky commented that the plans are consistent with Mr. Bastier's <br />last presentation and he personally likes what he sees. <br /> <br />Commissioner Dana Anderson stated that he too likes the plan including the <br />parks and trail suggestions. <br /> <br />COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE PLAN IN CONCEPT <br />AND THE PARK AND RECREATION COMMISSION WOULD LIKE AN OPPORTUNITY TO <br />SEE THE PRELIMINARY PLAT AT THE APRIL MEETING. COMMISSIONER ROLFE <br />ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />7. <br /> <br />Review Huntina/Firearm Zone - Tom Zerwas <br /> <br />. <br /> <br />Police Chief Tom Zerwas presented a map of the hunting areas and explained <br />that the City ordinance was adopted in 1989. Police Chief Zerwas stated that the <br />City of Ramsey requires a permit from the Police Department and proof of <br />permission from the property owner before hunting could be permitted. <br /> <br />Sherwin Coors stated that a permit process would be a benefit for his hunting <br />group and he would look favorably on such a procedure. <br /> <br />COMMISSIONER L1PETZKY MOVED THAT THE PARK AND RECREATION COMMISSION <br />WOULD SUPPORT A CITY WIDE PROGRAM REQUIRING THAT ALL HUNTERS BE <br />REQUIRED TO SECURE A PERMIT FROM THE CITY POLICE DEPARTMENT BY SHOWING <br />WRITTEN PERMISSION FROM PROPERTY OWNERS. THE PERMIT AREA WOULD COVER <br />THE ENTIRE CITY AREA SOUTH OF COUNTY ROAD 33. COMMISSIONER DANA <br />ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />Chair Anderson led a discussion about the use of controlled hunting with firearms <br />or bow and arrows to control wildlife population at some point in the future. <br /> <br />COMMISSIONER L1PETZKY MOVED THAT THE PARK AND RECREATION COMMISSION <br />WISHES TO SHOW SUPPORT FOR THE IDEA OF AN ENFORCEABLE HUNTING AREA AND <br />HUNTING ORDINANCE AND WOULD LIKE THE POLICE CHIEF TO DEVELOP A MAP AND <br />ORDINANCE AMENDMENT AND RETURN AT A FUTURE MEETING WITH SPECIFICS. <br />COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />Chief Zerwas distributed a letter from a resident concerned by snowmobiles on <br />the railroad trail. <br /> <br />. <br /> <br />COMMISSIONER L1PETZKY MOVED TO HAVE THE CITY PARK DEPARTMENT INSTALL <br />GATES ON THE RAILROAD TRAIL AT COUNTY ROAD 1 AND COUNTY ROAD 33. <br />COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br />
