Park and Recreation Commission Meeting March 8, 1995 Page 3 . COMMISSIONER TUTTLE MOVED TO ACCEPT CASH FOR PARK DEDICATION. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 6. Information on Bradv Prooertv Ron Bastier presented a concept for the development showing 116 acres which will include 200 residential lots and a proposed park area of 16 or 18 acres of high land plus some wetlands. Commissioner Lipetzky commented that the plans are consistent with Mr. Bastier's last presentation and he personally likes what he sees. Commissioner Dana Anderson stated that he too likes the plan including the parks and trail suggestions. COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE PLAN IN CONCEPT AND THE PARK AND RECREATION COMMISSION WOULD LIKE AN OPPORTUNITY TO SEE THE PRELIMINARY PLAT AT THE APRIL MEETING. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. 7. Review Huntina/Firearm Zone - Tom Zerwas . Police Chief Tom Zerwas presented a map of the hunting areas and explained that the City ordinance was adopted in 1989. Police Chief Zerwas stated that the City of Ramsey requires a permit from the Police Department and proof of permission from the property owner before hunting could be permitted. Sherwin Coors stated that a permit process would be a benefit for his hunting group and he would look favorably on such a procedure. COMMISSIONER L1PETZKY MOVED THAT THE PARK AND RECREATION COMMISSION WOULD SUPPORT A CITY WIDE PROGRAM REQUIRING THAT ALL HUNTERS BE REQUIRED TO SECURE A PERMIT FROM THE CITY POLICE DEPARTMENT BY SHOWING WRITTEN PERMISSION FROM PROPERTY OWNERS. THE PERMIT AREA WOULD COVER THE ENTIRE CITY AREA SOUTH OF COUNTY ROAD 33. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. Chair Anderson led a discussion about the use of controlled hunting with firearms or bow and arrows to control wildlife population at some point in the future. COMMISSIONER L1PETZKY MOVED THAT THE PARK AND RECREATION COMMISSION WISHES TO SHOW SUPPORT FOR THE IDEA OF AN ENFORCEABLE HUNTING AREA AND HUNTING ORDINANCE AND WOULD LIKE THE POLICE CHIEF TO DEVELOP A MAP AND ORDINANCE AMENDMENT AND RETURN AT A FUTURE MEETING WITH SPECIFICS. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. Chief Zerwas distributed a letter from a resident concerned by snowmobiles on the railroad trail. . COMMISSIONER L1PETZKY MOVED TO HAVE THE CITY PARK DEPARTMENT INSTALL GATES ON THE RAILROAD TRAIL AT COUNTY ROAD 1 AND COUNTY ROAD 33. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0.
