<br />Park and Recreation Commission Meeting <br />March 8, 1995 <br /> <br />Page 2 <br /> <br />5. <br /> <br />Joint Meetina with City of Ramsev's Park and Recreation Commission <br /> <br />. <br /> <br />Community Athletics - Steve Rohlf introduced this item. He briefly explained the <br />City of Elk River's planning process for athletic facilities and the problems of <br />coordinating activities for an area that encompasses so many separate <br />governmental jurisdictions. Mr. Rohlf went on to express the fact that the School <br />District would not totally meet the athletic facility needs for organized sports in <br />the future and that it would be up to the townships and cities within the School <br />Districts to pick up the slack. <br /> <br />It was expressed to the representatives of Ramsey that they would need to do <br />their fair share to accommodate that portion of their population involved in <br />organized sports in Area 728. The example of allowing a percentage of Area 728 <br />games to be played on City of Ramsey's facilities was used. Higher user fees for <br />people from City's that don't cooperate were also discussed. <br /> <br />Community Trails - Mark Boos and Steve Rohlf jointly introduced this item. The <br />following trail connections between the City of Ramsey and the City of Elk River <br />were discussed. <br /> <br />1 . A snowmobile trail across Elk River southeast to northwest toward regional <br />snowmobile trails in sand dunes area, and a snowmobile trail across <br />Ramsey west to east toward regional trails northeast of Ramsey. The <br />connecting point between Elk River and Ramsey for these trails would be <br />in the 165th Avenue to 173rd Avenue area. <br /> <br />2. <br /> <br />The possibility of Elk River providing a parking lot for vehicles and horse <br />trailers off of 165th Avenue a"nd the City of Ramsey providing horse trails <br />adjacent to this parking lot was discussed. <br /> <br />. <br /> <br />3. A pedestrian path between Elk River and Ramsey along 181 st Avenue and <br />County Road 12 was discussed. <br /> <br />5.1 . Consider Park Dedication on an Administrative Subdivision Request bv Bruce <br />Anderson <br /> <br />Steve Rohlf presented the administrative subdivision request by Bruce Anderson. <br />Steve pointed out that this property adjoins Country Road 13 so the right-of-way <br />width may be an issued and also that staff recommends that the City accept <br />cash for park dedication. <br /> <br />COMMISSIONER TUTTLE MOVED TO ACCEPT CASH FOR PARK DEDICATION. <br />COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />5.2. Consider Park Dedication on an Administrative Subdivision Request bv Art <br />Peterson <br /> <br />Steve Rohlf presented the administrative subdivision request by Art Peterson who <br />wishes to create two lots from a 16 acre parcel. Staff recommends that the City <br />accept cash for park dedication. <br /> <br />. <br />
