<br />Park & Recreation Commission Minutes <br />April 13, 1994 <br /> <br />Page 4 <br /> <br />PROPERTY HAVING NEVER PAID PARK DEDICATION AND IT IS APPROPRIATE TO <br />COLLECT THOSE FEES, AND ALSO THAT FEES BE COLLECTED ON LOT 2, BLOCK 1. <br />COMMISSION L1PETZKY SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />. <br /> <br />8.2. Dickenson Bus G.araae <br /> <br />Phil Hals displayed the plan for Dickenson's bus garage and a brief discussion was <br />held. <br /> <br />COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND THAT THE SCREENING <br />BETWEEN THE RAILROAD TRAIL AND THE BUS GARAGE COMPLEX BE THREE ROWS OF <br />EVERGREEN TREES 10' APART WITH TREES SPACED AT 15' MAXIMUM WIDTH, AND WITH <br />THE WESTERLY ROW BEING SPRUCE TREES WITH A MINIMUM HEIGHT OF 3' AND THAT <br />THE TRANSPLANTED TREES BE MAINTAINED WITH ALL DEAD TREES REPLACED IN A <br />TIMELY MANNER. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION <br />CARRIED 6-0. <br /> <br />9. Review Request for Battinq Caae Facility on City Property <br /> <br />Phil Hals reported that City Administrator Pat Klaers informed the Donavan's that <br />even if a batting cage building were on City property, owned by the City, and <br />leased by the Donavan's, they would have to pay property taxes since it would <br />be a profit making venture. <br /> <br />A brief discussion was held by the Commission. <br /> <br />. <br /> <br />CHAIR ANDERSON MOVED THAT ALTHOUGH THE PARK AND RECREATION <br />COMMISSION SUPPORTS THE CONCEPT, THEY RECOMMEND TO THE CITY COUNCIL <br />AGAINST HAVING ANY PRIVATELY OWNED AND OPERATED CONCESSIONS ON OAK <br />KNOLL PARK PROPERTY. COMMISSIONER ROLFE ANDERSON SECONDED THE <br />MOTION. THE MOTION CARRIED 6-0. <br /> <br />10. Discuss Trail Locations within Woodland Trails Park <br /> <br />Phil Hals distributed copies of a letter addressed to himself from Mike Niziolek and <br />a map of Woodland Trails Park trails to the Commission members and explained <br />Mr. Niziolek's concern for pedestrian traffic in the area of the proposed <br />environmental learning center. Commission members expressed their <br />appreciation for the work that Mr. Niziolek has done in Woodland Trails Park. <br /> <br />COMMISSIONER ROLFE ANDERSON MOVED TO INSTALL THE TRAIL CONNECTION <br />THAT IS MARKED WITH CROSS HATCHES ON THE ATTACHED MAP THAT WILL CROSS <br />NEAR THE 'PROPOSED ENVIRONMENTAL LEARNING CENTER LOCATION. <br />COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />11. Discuss Overhead Power Lines Alonq Park Property <br /> <br />Phil Hals reported the information he had gathered at the joint City <br />Council/Municipal Utilities Commission meeting on 4/11/94 regarding the costs, <br />construction concerns, and maintenance problems of underground power line <br />installation. <br /> <br />. <br />
