<br />Park and Recreation Commission Meeting <br />December 8, 1993 <br /> <br />Page 2 <br /> <br />REDUCED. <br />6-0. <br /> <br />COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED <br /> <br />. <br /> <br />5. Update on Proposed Civic Center/Dana Anderson <br /> <br />No new information was presented. <br /> <br />6. Worksession on Trail System for Master Park Plan - Steve Rohlf <br /> <br />Steve Rohlf gave a brief recap of last month's worksession. Staff <br />recommended the elimination of the neighborhood park from the area west <br />of Troy Street and south of County Road 30. The Park and Recreation <br />Commission agreed with this recommendation. <br /> <br />The second staff recommendation was to eliminate the neighborhood park <br />from the area West of County Road 13, south of Royal Oaks, east of Elk <br />Hills Addition. After a discussion, it was the consensus of the <br />Commission to retain this neighborhood park at this location. <br /> <br />Staff recommendations for the urban trail system in general terms are: <br />(1) the trails should be in front yards as much as possible; (2) trails <br />should be built early in the development process, signed as <br />hiking/biking trails, surfaced with Class 5 until such time that house <br />constructions is sufficiently completed so newly paved trails are not <br />damaged by construction equipment and then paved with a bituminous <br />surface; (3) trails be incorporated along existing roadways only where <br />there is no other opportunity to do it in other ways and then only <br />along 30 m.p.h. streets. <br /> <br />. <br /> <br />COMMISSIONER OLSON MOVED TO FOLLOW STAFF RECOMMENDATIONS ON THESE THREE <br />POINTS. COMMISSIONER DANA ANDERSON SECONDED THE MOTION. THE MOTION <br />CARRIED 6-0. <br /> <br />Staff recommendations for the rural area were as follows: (1) the <br />planning emphasis should be for off road corridors; (2) attempt to <br />encourage other agencies to include trials along with their road <br />improvement projects; (3) utilizing unique opportunities for connecting <br />city parks and to connect with other jurisdiction trails and facilities. <br /> <br />COMMISSIONER DANA ANDERSON MOVED TO FOLLOW STAFF RECOMMENDATIONS FOR <br />THE RURAL AREAS. COMMISSIONER O'BRIEN SECONDED THE MOTION. THEMOTION <br />PASSED 6-0. <br /> <br />Commissioner Daleiden left at this time (9:30 p.m.) <br /> <br />Steve led a discussion on the trails system starting on the western <br />City boundary outlining the trail corridors proposed by staff <br />throughout the City. After a discussion, Steve asked the Commissioner <br />members to consider staff's recommendations and come prepared to <br />further discuss the trail system at next month's Park and Recreation <br />meeting. <br /> <br />. <br /> <br />Commissioner O'Brien left at this time (9:40 p.m.) <br />
