<br />. <br /> <br />. <br /> <br />. <br /> <br />Park and Recreation Commission Meeting <br />December 8, 1993 <br /> <br />Page 3 <br /> <br />7. <br /> <br />Discussion on Snowmobile Usage on City Property and <br />Sidewalks <br /> <br />Public <br /> <br />on <br /> <br />Chair Anderson led a discussion on the usage of snowmobiles on City and <br />School District park land and athletic fields. There has been damage <br />to turf grass at Orono Park, City Hall, City athletic fields and School <br />District athletic fields. Phil Hals stated that there is also a <br />problem with snowmobiles riding on sidewalks and that he has asked the <br />Police Department for help with enforcement. The law provides that <br />snowmobiles are to be operated on the right shoulder of streets and <br />that they are not to trespass without property owner's permission. <br /> <br />Commissioner Rolfe Anderson suggested that <br />campaign might be more effective than <br />snowmobiles in certain areas. <br /> <br />education <br />a ban on <br /> <br />some sort <br />more fines <br /> <br />of <br />or <br /> <br />It was the consensus of the group to discuss this issue at a future <br />meeting. <br /> <br />8. <br /> <br />Discuss Additional Needs for Oak Knoll Park - Dana Anderson <br /> <br />Commissioner Dana Anderson gave a brief update on a regional Rec Board <br />meeting held by Jeff Asfahl. Commissioner Dana Anderson was in <br />attendance representing girl's softball. Also in attendance were Stan <br />Moreland, representing Little League baseball; Jim Wood, representing <br />Three Rivers Soccer Association; Mike Hanlon, District 728 Athletic <br />Director; and Phil Hals, City of Elk River. <br /> <br />The major item for discussion at that meeting was the poor condition of <br />the summer rec ball diamonds and how they might be improved. The group <br />asked Phil Hals to give each field a quick survey with an estimate on <br />how much ag-lime would be required to bring the field to a "fair to <br />good" playing condition. <br /> <br />Phil reported that his estimates include fields 3 through 7 and 101 <br />through 106 on school property, and fields 1, 2, and 3, at Oak Knoll <br />Park. A total of 625 ton of ag-lime, 6 home plates, and 6 pitching <br />rubber for an estimated cost of $6,500. <br /> <br />After a brief discussion, it was the consensus of the four Park and <br />Recreation Commissioners present that a recommendation be forwarded to <br />the Elk River City Council and the District 728 School Board that the <br />$6,500 cost to upgrade the ballfields on School District property be <br />shared 50/50 between the two agencies, and that the City Street/Park <br />Department do the leveling, with the understanding that the primary <br />users accept financial responsibility for similar needs in the future. <br /> <br />9.
