<br />Elk River City Council Meeting <br />October 13, 1993 <br /> <br />Page 2 <br /> <br />7. <br /> <br />Community Survey <br /> <br />. <br /> <br />Phil Hals distributed copies of the 1989 Decision Resources Ltd., Park <br />and Recreation Survey. After a brief discussion, it was the consensus <br />of the group that Park and Recreation Commissioners consider questions <br />for a future city-wide survey and have such questions ready for <br />discussion at a future meeting. <br /> <br />Jeff Asfahl arrived at this time (8:15 p.m.) <br /> <br />5. Proposed Guidelines for Usage of District 728 Area Playfields <br /> <br />Jeff Asfahl discussed his proposed guidelines for usage of the 728 Area <br />playfield facilities. Jeff stated that he plans several changes that <br />will streamline the document and make it more user friendly but the <br />basic content will remain intact. <br /> <br />The Park and Recreation Commissioners felt that the guidelines covered <br />the needs for field usage by organized athletics and requested an <br />opportunity to review the final draft. <br /> <br />Chair Anderson stated that if the 728 Area Recreation program would <br />like to have some questions included in a city-wide survey, Jeff should <br />prepare the questions and include them with the park and recreation <br />portion of the upcoming survey. <br /> <br />. <br /> <br />Jeff passed out copies of some information on Community Center projects <br />from a publication he receives. <br /> <br />Jeff Asfahl left at this time (8:45 p.m.) <br /> <br />8. Discuss Woodland Trails Park Development <br /> <br />Phil Hals stated that the Woodland Trails Park development project may <br />be started this fall or next spring depending on the weather. The <br />grant portion of the project must be completed by April, 1996. After a <br />general discussion, it was the consensus of those present that: <br /> <br />1. The entrance road and parking lot should remain in the same basic <br />location as described in the grant application. Chair Anderson <br />volunteered to assist Mike Niziolek and Phil Hals in staking the <br />road and parking lot locations. <br /> <br />2. The archeologist study be accomplished this fall. <br /> <br />3. In order to meet budget amounts, the proposed shelter and the <br />crushed rock trails be eliminated with additional trails added as <br />funds. dictate, and the remaining trails be grass covered. <br /> <br />4. <br /> <br />Paralleling trails for horseback usage be marked by City staff and <br />cleared of brush by horseback riders. <br /> <br />. <br />
