Project Manual <br />Houlton Conservation Area Bank Stabilization — Dam Site <br />C. Traffic control devices include, but are not limited to, barricades, warning signs, trailers, <br />flashers, cones, and drums, as required and sufficient barricade weights to maintain <br />barricade stability. <br />2.03 Maintenance During Construction and Final Cleanup <br />During and upon completion of work, the site shall be maintained in accordance with the <br />provisions of MnDOT 1407 and the following: <br />A. During the progress of the work, the Contractor shall keep the area affected clean and free <br />of all rubbish and surplus materials. The Contractor shall remove all unneeded construction <br />equipment from the site and repair all damage so that the public and adjacent property <br />owners are inconvenienced as little as possible. <br />B. During the progress of work, the Contractor shall remove and satisfactorily dispose of <br />materials or debris that have washed or flowed into or have been placed in water courses, <br />ditches, gutters, drains, catch basins, or elsewhere as a result of the Contractor's operations. <br />The Contractor shall keep all ditches, channels, drains, etc., in a clean and neat condition. <br />C. On or before the completion of work, the Contractor shall, unless otherwise directed in <br />writing, remove all temporary works, tools and machinery or other construction equipment. <br />The Contractor shall remove all rubbish from any grounds occupied by the Contractor. The <br />Contractor shall leave all of the premises and adjacent property affected by the operation in <br />a neat and restored condition satisfactory to the Engineer. <br />ARTICLE 3— ENVIRONMENTAL REGULATIONS AND PERMITS <br />3.01 Work in Wetlands or Public Waters <br />A. MN Statutes Sections 103G.2212 and 103G.241 stipulate that an agent or employee of <br />another may not: <br />1. drain, excavate, or fill a wetland, wholly or partially; or <br />2. construct, reconstruct, remove, or make any change in any reservoir, dam, or the <br />course, current, or cross-section of any public water; <br />unless the agent or employee has obtained a signed statement from the property owner <br />stating that any permit or wetland replacement plan required for the work has been <br />obtained, or that a permit or replacement plan is not required; and this statement is mailed <br />to the appropriate office with jurisdiction over the wetland or public water prior to initiating <br />the work. <br />B. The "Landowner Statement and Contractor Responsibility for Work in Wetlands or Public <br />Waters" can be found at: http://www.bwsr.state.mn.us/wetlands/forms <br />/Contractor Responsibilitv.doc. The Contractor shall provide the Engineer with a copy of the <br />completed "Landowner Statement and Contractor Responsibility for Work in Wetlands or <br />Public Waters" for the excavation and/or disposal site prior to initiating the work. <br />3.02 Emerald Ash Borer Compliance <br />A. All or part of this Project is located in a county which the Minnesota Department of <br />Agriculture (MDA) has placed under an Emerald Ash Borer Quarantine.
