<br />D <br /> <br />o <br /> <br />o <br /> <br />Planning Commission Minutes <br />January 24, 1984 <br />Page Three <br /> <br />Commissioner Tralle indicated that if a motion was made to approve the variance <br />request, he would like to see a stipulation added requesting the Masonic Lodge to <br />put a buffer along the residential neighborhood. Harold Warneke indicated that <br />two rows of evergreens have been started along Upland for a buffer along the <br />residential neighborhood. <br /> <br />Commissioner Ward questioned how big the parking lot was. Mr. Kongsjord indicated <br />that it would hold 40 or 50 cars. Mr. Kongsjord further indicated that Industrial <br />Health and Hygiene, when at their peak in employees, had 25 employees which worked <br />out of the office. Mr. Kongsjord further indicated that if there were four renters <br />in the building he did not think there would be as many as 25 employees in four <br />offices. <br /> <br />Commissioner Hartman indicated that he was concerned about the types of operations <br />which would go in the building. Harold Warneke indicated that they didn't want <br />anyone in the building which would bring in complaints to the neighborhood, and <br />further that they were looking for professional office type tennants. Mr. <br />Warneke further indicated that alcoholic beverages were not allowed on the <br />premises. <br /> <br />Commissioner Tralle indicated that the building is already there and if only one <br />renter is allowed, there is the possibility of the building being foreclosed. <br />Commissioner Hartman indicated that he felt if there were professional and <br />business offices in the building the traffic would be the same or less with <br />four offices as compared to the one office already occupying the building. <br /> <br />COMMISSIONER HARTMAN MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE VARIANCE <br />REQUEST MADE BY THE MASONIC LODGE #95 LOCATED AT 633 UPLAND AVENUE NORTHWEST, <br />ELK RIVER, BE GRANTED AND THAT UP TO FOUR COMMERCIAL USES BE ALLOWED, AND THAT <br />THESE USES BE LIMITED TO PROFESSIONAL AND/OR BUSINESS OFFICE USES, AND THAT <br />AT THE TIME OF ANY SUBDIVISION PLATTING, THE MASONIC LODGE WOULD HAVE TO COME TO <br />THE PLANNING COMMISSION AND REVIEW REGARDING BUFFERRING ON THE SOUTH AND WEST <br />SIDE OF THE BUILDING AND FURTHER THAT ANY SIGNS BEING ADDED WOULD HAVE TO BE <br />ADDED TO THE EXISTING SIGN STRUCTURE. COMMISSIONER PEARCE SECONDED THE MOTION. <br />THE MOTION PASSED 5-1. CHAIRMAN TRACY VOTED AGAINST THE MOTION. <br /> <br />6. Land Area Designation for Newly Created C-3B Zone <br /> <br />Rick Breezee, Building and Zoning Administrator indicated that on January 9, 1984, <br />the City Council and the Planning Commission met jointly to discuss the newly <br />formed C-3B Zone that the City Council approved. Rick Breezee further indicated <br />that at that meeting there was quite a bit of discussion as to the actual area <br />and boundary which this new zone should be. Rick Breezee further indicated that <br />the City Council would like a recommendation from the Planning Commission as to <br />what the boundary for this new zone should be. Rick Breezee further explained <br />that the area lies EasLof165th Street and 660 feet each way of the center line <br />of Highway #10 right-of-way. <br /> <br />COMMISSIONER PEARCE MOVED TO RECOMMEND TO THE CITY COUNCIL TO ACCEPT THE ZONE <br />CHANGES AS PROPOSED IN THE MEMORANDUM FROM THE BUILDING AND ZONING ADMINISTRATOR <br />DATED JANUARY 18, 1984, EXCLUDING THE THIRD PARAGRAPH. COMMISSIONER WARD SECONDED <br />THE MOTION. THE MOTION PASSED 6-0. <br />
