<br /> <br /> <br />o <br /> <br />Elk River Planning Commission Minutes <br />June 25, 1985 <br />Page Three <br /> <br />Mr. Talbot voiced an concern about the added traffic that a zone change would <br />bring into the area with thoughts of small children in the area. <br /> <br />Carla Laurent had called staff earlier against the zone change and that message <br />was relayed to the Commissioners. <br /> <br />Commissioner Merrick voiced an concern that there was already a lot of commercial <br />zoned area in Elk River now and very little of it being developed. <br /> <br />The Planning Commission members decided to act upon this request at this time even <br />though Mr. Venslund wasn't there to plead his case because this was the third time <br />this had come up before the Planning Commission without Mr. Venslund there to rep- <br />present himself. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL TO DENY THE ZONE CHANGE. <br />COMMISSIONER MERRICK SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />At this time Mr. Fuchs made a motion to reintroduce the Sandpiper Preliminary Plat <br />because Mr. Gonyea the developer, and Dennis Taylor, the surveyor were there to <br />represent themselves. <br /> <br />Mr. Richard Daluge voiced an concern being one of the neighbors in the area that <br />this plat was in the dust from Phase II, the part that wouldn't be developed this <br />year would be a problem. Mr. Gonyea informed him that the farmer that was farming <br />the land now would farm Phase II until it was actually developed into lots. <br /> <br />Mr. Erwin Hiltner also voiced an concern that County Road 30 was too small to have <br />anymore traffic added to it. If two cars meet they almost have to stop and it is <br />too rough for bikes to even travel. <br /> <br />Commissioner Tralle recommended Mr. Gonyea request from Frank Madison, the County <br />Commissioner to fix the road and get a petition going to that affect. <br /> <br />Another concern was whether a covenant would be enforced on a area. Mr. Gonyea said <br />there would be on drawn up. They were wondering if the City would enforce that. <br />Steve Rohlf informed them that the City can not get involved in Covenants on sub- <br />divisions. <br /> <br />A memo from Rick Breezee, Building and Zonin g Administrator stated its stipulation <br />that the Planning Commission recommend that barriers on the future roads to be <br />erected so that there is no traffic on those roads until it is ready to be developed. <br />Another stipulation by Rick Breezee was that Terry Maurer, the City Engineer review <br />the road constructio n . <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE PLANNING COM- <br />MISSION APPROVE THE PRELIMINARY PLAT OF SANDPIPER WITH THE STIPULATIONS SET FORTH <br />BY RICK BEEZEE IN HIS MEMO. <br />
