<br /> <br /> <br />c <br /> <br />Elk River Plannin~ Commission Minutes <br />June 25, 1985 <br />Page Two <br /> <br />Chairman Tralle stated that the staff had questions on the landscaping plan sub- <br />mitted as far as how dense the plantings were on the site and the type of shrubs. <br /> <br />Commissioner Merrick also wanted the non-sodded areas to be seeded immediately upon <br />finishing the site. <br /> <br />Dave Wolff a representative for Good Year Auto Store also wanted some information <br />on whether expansion of the store would be possible at a later date. <br /> <br />Steve Rohlf indicated that the staff would want to review any kind of sign that <br />they would want to put up. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL TO APPROVE THE SITE PLAN <br />FOR THE GOODYEAR AUTO STORE WITH THE STIPULATIONS THAT THE LANDSCAPING AND SIGNS <br />WOULD BE REVIEWED BY STAFF. COMMISS lONER MERRICK SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />7. Variance Request by David Showers <br /> <br />Chairman Tralle stated that this was a variance from the 600 foot set-back for an <br />agricultural building to a neighboring home or platted area. <br /> <br />Mr. Showers proposed the agricultural building would be 442 feet from his nearest <br />neighbor which was Don Gilbert who was present at the meeting and stated his only <br />concern was that it wasn't facing his bay window. After seeing the site plan he <br />had no problem with the variance. <br /> <br />Commissioner Merrick wasn't sure that Mr. Showers meet the five standards for a <br />variance. <br /> <br />COMMISSIONER WILSON MOVED TO RECOMMEND TO THE CITY COUNCIL. TO APPROVE THE VARIANCE <br />REQUEST BY DAVID SHOWERS PROVIDED MR. SHOWERS MEET THE FIVE STANDARDS OUTLINED IN <br />SECTION 900.40(5) OF THE ORDINANCE. COMMISSIONER FUCHS SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />Commissioner Wille entered the meeting at this time. <br /> <br />8. Request for Zone Change by Richard Vensland <br /> <br />Mr. Vensland was requesting a zone change on Highway #10 and Troy Street from a <br />R-lb Single-Family Residential to C-3 a Highway Commercial. Mr. Venslund wanted <br />to open an auto repair shop. <br /> <br />Mr. John Talbot a residence on Troy Street presented the Planning Commission with <br />a petition against the proposed zone change with nine names on it which indicated <br />was representative of all the residence on Troy Street. <br /> <br />The argument against the zone change was. that the property in question was quite <br />junky and that it would become a worse junkyard. <br /> <br />Chairman Tralle at the time asked that Steve Rohlf look into the junkyard situation. <br />
