<br />. <br /> <br />. <br /> <br />. <br /> <br />Planning Commission Minutes <br />December 30, 1986 <br /> <br />Page 3 <br /> <br />Drainage was discussed for the proposed site. <br /> <br />Building & Zoning Administator, Stephen Rohlf has indicated that he had discussed <br />drainage with Terry Maurer, City Engineer. The proposed drainage is for the east <br />third of the site to drain to the east, to the ditch that was provided there to <br />handle drainage. The west two-thirds of the site would drain west to Dodge Avenue <br />and continue on north along Dodge Avenue to a drainage easement which is provided <br />for this PUD. Mr. Maurer had indicated this was the way the PUD was originally <br />designed for drainage. <br /> <br />The Planning Commission required that a complete detailed drainage plan is <br />submitted to City staff prior to building permit issuance and that the drainage <br />plan be reviewed by Terry Maurer, City Engineer. The Planning Commission was <br />concerned that the additional drainage onto Dodge Avenue would create a problem. <br />Sewer and water line connections to Buildings "B" and "A" must be separate and <br />will be handled in the following locations; the sewage line for Building "B" would <br />connect to a main line just north of Building "B"s site. The sewer line for <br />Building "A" would come east from Dodge Avenue within an easement provided between <br />Prairie House and the site for Building "A". This easement would also be the <br />location of the main water line for both buildings. It would be one line to the <br />hydrant required by Russ Anderson, Fire Chief and from that point would branch off <br />to both buildings. That easement must also be extended, if the lot split to <br />create two lots out of Parcel VI is approved. This extention is to provide access <br />for Building "B". <br /> <br />Landscaping was again discussed. This time it was agreed that 6 feet of <br />landscaping be added in front of Building "B" and then a 4 foot sidewalk between <br />the landscaping and the parking lot associated with Building "B". Also along the <br />entire length of the east property line of both proposed sites, Building "B" and <br />Building "A" sites, that at least twelve trees are planted to help screen this <br />commercial use from ajacement residential areas as per the PUD Agreement for <br />Barrington Place. At least six of these trees be must 18 to 20 feet high and the <br />other six cannot be less than 10 feet high. It was recommended by Building and <br />Zoning Administrator, Stephen Rohlf that half maple and half ash, which both <br />species are compatible to urban use be planted, so that if there is a problem <br />with one species, the other may still servive. <br /> <br />The last item discussed in regards to this site plan review was the location and <br />screening of trash recipicles. The location for the recipicles is indicated on <br />the attached site plan to these minutes. <br /> <br />It was concurred by the Planning Commission that the screening should be high <br />enough to cover the trash recipicles and that it should be screened on all sides, <br />be it by building or fencing, and that the side that is used to access the <br />dumpster should be screened with a gate.
