<br />. <br /> <br />. <br /> <br />. <br /> <br />PAGE 6 <br /> <br />Planning Commission Mifiut~i <br />October 28. 1986 <br /> <br />Mr. Rohlf further stated that the following uses are conditional uses and <br />require Planning Commission and City Council approval: (1) mobile home <br />parks, temporary real estate offices, funeral parlors, group homes, and <br />daycare centers for ten or more children. Mr. Rohlf continued that there <br />is no R3 land available in Elk River for daycare at this time. He also <br />explained that he did not feel the traffic flow on Gates would be <br />hindered as an ingress and egress would be required. <br /> <br />Discussion was carried on regarding the surrounding property uses and <br />traffic generation. <br /> <br />Mrs. Jody Kreuser stated that the hours of the daycare would be from 6:00 <br />am to 6:00 pm and that the high traffic times would be between 7:00 to <br />8:30 am and 4:00 to 5:30 pm. <br /> <br />Mr. Joe <br />fenced. <br /> <br />Beaudry of 573 Gates expressed his concern that the play area be <br />Mrs. Kreuser stated that this is planned. <br /> <br />Chairman Wilson closed the public hearing. Chairman Wilson stated that <br />it is understood there is a definite need for a daycare center, but that <br />there are neighborhood concerns regarding traffic, size of the building <br />and property values. <br /> <br />Commissioner Fuchs expressed his feeling that with all the commercial <br />developemnt taking place in the Barthel PUD, the additional traffic from <br />a daycare center will not make a substantial difference. <br /> <br />Commissioner Barrett stated that he understood Mr. Hopper's concerns, and <br />that he also understood there were both benefits and drawbacks to the <br />proposal. He further commented that there may be less problems with a <br />daycare center where the hours are restricted than there would be with a <br />6-plex where there would be traffic all hours of the day and evening. <br /> <br />Chairman Wilson re-opened the public hearing. <br /> <br />Mr. Hopper stated that he felt the <br />neighborhood is somewhat buffered from <br />area north of his property. <br /> <br />single family atmosphere of the <br />the commercial PUD by the swamp <br /> <br />Mr. Harry Kreuser stated that Mrs. Nickerson has expressed her approval <br />of the proposed daycare center. He also stated that he felt the traffic <br />is going to increase whether the daycare center goes in or not. <br /> <br />Commissioner Temple stated that she was contacted by Mr. Pat McCabe Property <br />owner north of the proposed site, who expressed her displeasure with the <br />proposal. <br /> <br />Chairman Wilson closed the public hearing. <br />
