Zone Change Request by Jody Kreuser/Public Hearing <br /> <br />Chairman Wilson <br />Drive for a zone <br />from R2 to R3 to <br /> <br />introduced the request by Jody Kreuser of 18593 Simonet <br />change of Lots 6 and 7, Block 4, Auditors Subdivision #5 <br />accommodate a daycare center. <br /> <br />She stated that the proposed site was picked for a number of reasons; (1) <br />no other R3 sites are available, (2) its close proximity to the schools, <br />fire station, nursing home and Lion's Park and (3) close access to <br />Highway #10 and Highway #169. Mrs. Kreuser stated that she is very aware <br />of the need for a daycare facility, as she presently is full and has a <br />waiting list to get into her present center. Mrs. Kreuser further stated <br />that she realized there is some concern that the rezoning would create a <br />spot zone but that the daycare center would be compatible with adjacent <br />uses. <br /> <br />Mr. Rohlf stated that the precedent for spot zoning in this area has <br />already been established and that the R-3 would be consistent with the <br />City land use map. Mr. Rohlf also stated that the Planning Commission <br />must look at other uses allowed in R3 zones that this property could be <br />used for in the event the daycare center did not happen. He explained <br />the uses which would be allowed and noted that no more than seven density <br />units would be allowed on the property, which would probably mean a 6- <br />p1ex would be the largest structure that would be built. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. Doug Holmgren of 563 Gates stated that he did not object to the zone <br />change, but that he had two concerns; (1) that the building should not <br />project out toward the street and should be even with the other houses on <br />the street, and (2) that there should be a stop sign at 4th and Gates <br />with a painted crosswalk for the safety of the children. <br /> <br />Mr. Al Hopper, neighbor immediately north of the proposed site, expressed <br />his opposition to the proposed daycare center. He stated that he felt <br />daycare is a business and should not be in a residential neighborhood, <br />and further that the use would increase the already bad traffic <br />situation. Mr. Hopper also stated he was concerned about what would <br />happen to the building should the daycare center go out of business and <br />concluded that the use would be an unwelcome addition to the area and <br />would change the nature of the single family neighborhood. <br /> <br />Mr. Rohlf stated that the following uses would be allowed in an R3 zone <br />as principal uses and would only require a building permit: community <br />centers, townhouses, multi-family dwelling units (maximum of seven for <br />this size parcel), single family residences, two family, four family and <br />public owned civic center uses. <br />
