<br />Page 9 <br /> <br />Planning Commission Minutes <br />.ptember 23 1986 <br /> <br />-------------------------- <br /> <br />Commissioner Fuchs expressed his concern with metal buildings. Mr. <br />Gramstad stated that the buildings would have a colored baked-on finish on <br />the sides and roof. <br /> <br />Commissioner Fuchs questioned what the amount of green space would be. <br />Mr. Gramstad stated that there would be ten to fifteen percent lot <br />coverage in green space. <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND APPROVAL OF MR. HAROLD GRAMSTAD' S <br />SITE PLAN FOR THREE (3) PRINCIPAL BUILDINGS ON LOT 5, BLOCK 1, MCCHESNEY <br />INDUSTRIAL PARK, SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />A. ALL PARKING AND DRIVE AREAS SHALL BE HARD SURFACED. <br /> <br />B. ALL OTHER AREAS SHALL BE LANDSCAPED WITH AT LEAST GRASS; <br /> <br />AND FURTHER. AN ALLOWANCE SHALL BE MADE FOR THE COMBINING OF THE TWO <br />EASTERN BUILDINGS PROPOSED INTO ONE BUILDING, CONTINGENT UPON APPROVAL <br />OF THE STATE BOARD OF ENGINEERING. COMMISSIONER BARRETT SECONDED THE <br />MOTION. THE MOTION PASSED 6-0. <br /> <br />.11. Variance Request by Gerald Smith <br /> <br />This item was cancelled. <br /> <br />12. Final Plat Review for M-Vale Subdivision-Public Hearing <br /> <br />Mr. Dennis Taylor, surveyor for the developer, Mr. Gerry Smith, explained <br />that the cul-de-sac has been eliminated from the plat by taking out <br />approximately ten lots. He further explained that the main road through <br />the plat has been curved toward the east. <br /> <br />Mr. Bill Harju of the Sherburne County Soils Conservation Office explained <br />concerns regarding the plat as outlined in his memo to the City dated <br />September 23, 1986 attached to and part of these official minutes. Mr. <br />Harju generally recommended percolation tests be done before design of <br />septic systems and also. that it was imperative that the County ditch and <br />tile system remain intact to help insure proper drainage. Mr. Harju <br />recommended that the tile system be located on the individual lots so that <br />people will not dig into it and cause damage. <br /> <br />Mr. Smith stated that oversize culverts will be used throughout the plat <br />to maintain proper drainage. Mr. Taylor stated that there are drainage <br />easements throughout the plat on individual lots for the natural drainage <br />to be undisturbed. <br /> <br />. <br /> <br />Mr. Harju recommended that some kind of an agreement be made between the <br />developer and the County to maintain the ditch and tile system. <br />
