<br />Page 10 <br /> <br />Planning Commission Minutes <br />~eptember 23, 1986 <br /> <br />~---------------------------- <br /> <br />Mr. Smith stated that he is negotiating with Mr. Fritz regarding the <br />access to his property. <br /> <br />Mr. Rohlf <br />attached <br />Mr. Rohlf <br /> <br />stated that the recommendations of the City Engineer are <br />to his memo to the Planning Commission dated September 18, 1986. <br />further stated that the County Engineering Department feels the <br />access to County Road 32 is an improvement over the original design. <br /> <br />new <br /> <br />Discussion was carried on regarding the 166 foot Burlington Northern <br />easement which previously was reduced to 66 feet except at Ogden, as <br />explained in Mr. Rohlf's attached memorandum. Discussion was also carried <br />on regarding the northern access as it relates to the sliver of Mr. <br />Bronniches land in the County Road 32 easement, also explained in the <br />memorandum. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. Phil <br />adj acent <br />the end <br />property. <br /> <br />Casperson, owner of a five acre parcel in the Peterson Addition, <br />to the proposed plat, expressed his concern for the cul-de-sac at <br />of 196th Avenue and also the drainage area to the north of his <br /> <br />. <br /> <br />It was the consensus of the Planning Commission that the cul-de-sac be <br />taken down to the standard width for a tarred road, not the cul-de-sac <br />width, and 66 foot easement, and also that an easement be shown on the lot <br />north of Mr. Casperson's property for the drainage contour to be left <br />undisturbed. <br /> <br />Discussion was carried on regarding the road construction and request of <br />the developer to have building permits issued before the road base was <br />completed and class 5 installed. Mr. Rohlf recommended that since it is <br />the City's policy not to issue permits for plats before the roads are <br />class fived and ready for tarring, that no permits be issued until <br />this is completed all the way through the plat up to County Road #32. <br /> <br />Further discussion was carried on regarding the County ditch and tile <br />system. Mr. Rohlf stated that he will meet with the developer and County <br />Engineer to review the system. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />COMMISSIONER <br />FINAL PLAT <br />CONDITIONS: <br /> <br />FUCHS MOVED <br />FOR M-VALE <br /> <br />TO RECOMMEND THAT THE CITY COUNCIL APPROVE THE <br />SUBDIVISION AS PRESENTED WITH THE FOLLOWING <br /> <br />1. THAT THE URBAN RUN OFF, ERROSION AND SEDIMENT CONTROL HANDBOOK IS USED <br />AS THE SPECIFICATIONS TO CONTROL ERROSION WITHIN THIS PLAT. <br /> <br />. <br /> <br />2. THAT THE DEVELOPER PAYS FOR THE CONNECTIONS FROM THIS PLAT TO THE <br />EXISTING 196TH AVENUE AND TO OGDEN STREET AND ALSO THAT THE CUL-DE-SAC <br />ON THE EASTERN END OF 196TH AVENUE IN' THE PETERSON ADDITION BE <br />NARROWED SO TO BE THE SAME WIDTH AS THE ROAD. <br />
