<br />Page 3 <br /> <br />Planning Commission Minutes <br />.ptember 23, 1986 <br /> <br />-------------------------- <br /> <br />. <br /> <br />. <br /> <br />Mr. Rohlf stated that the PUD Agreement has already been amended once, so <br />the precedent is not the issue at this time, and that he felt the request <br />should be addressed based on the PUD as it appears now. <br /> <br />Mr. Barthel stated that it was a very difficult task to plat a 40 acre PUD <br />all at once, but that he felt they have been quite consistent in keeping <br />with the original plan. <br /> <br />Mr. Joe Crawford stated that he felt the City has gone overboard on the <br />number of multi-family housing units. He further stated that mu1it-fami1y <br />housing attracts short term residents and that the City should work on <br />attracting long term residents. Mr. Crawford stated he would prefer to <br />see a well done office/retail complex rather than more multi-family. <br /> <br />Commission Morton referred to the July 12, 1982 minutes, which showed that <br />it was originally requested that Lot 3, Block 1 be used for office/retail <br />space. <br /> <br />Commissioner Fuchs stated that he felt a nice one story office building <br />would be a better buffer between the commercial/retail and residential <br />districts, but that he had some concerns about allowing retail along with <br />the office, as there were some types of retail that would not be <br />desirable in that area. <br /> <br />Mr. Rohlf suggested that the Planning Commission could recommend approval <br />of the request and restrict the types of office/retail to be allowed. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Commissioner Kropuenske stated that he was not so concerned about the <br />precedent for changing PUD's. as a certain amount of flexibility is needed <br />as situations and time changes. <br /> <br />Commission Barrett stated he also felt it was necessary to allow some <br />flexibility so that if there is a need to change, it could be done. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND APPROVAL OF THE CONDITIONAL USE <br />PERMIT TO AMEND THE ELK RIVER PLAZA PUD AGREEMENT TO ELIMINATE THE 60 <br />UNITS OF MULTI-FAMILY HOUSING PREVIOUSLY APPROVED FOR LOT 3, BLOCK 1, ELK <br />RIVER PLAZA 2ND ADDITION, AND TO ALLOW IN PLACE OF THE MULTI-FAMILY <br />HOUSING A MAXIMUM OF 16,000 SQUARE FEET OF SINGLE STORY OFFICE/RETAIL <br />SPACE. WITH 20% GREEN AREA WITH THE FOLLOWING USES RESTRICTED FROM <br />OPERATION AT THE SITE: <br /> <br />(1) ALL NIGHT CONVENIENCE STORES <br />(2) GAS SERVICE STATIONS <br />(3) INDOOR AND OUTDOOR RECREATIONAL FACILITIES <br />
