Chairman Tralle opened and closed the public hearing. The Planning Commission reviewed the conditions for a daycare facility which could be set upon a conditional use. The ones they were concerned about were hours of operation, that it meet all State Requirements and that this be reviewed in two years. COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL TO APPROVE THE CONDITIONAL USE PERMIT FOR THE DAYCARE FACILITY FOR VIKING RECREATIONAL RETREAT WITH THE FOLLOWING CONDITIONS: 1. THAT IT BE OPEN TO REGISTERED QUESTS ONLY. 2. THAT IT MEET ALL STATE REGULATIONS AND REQUIREMENTS FOR LICENSES. 3. THAT THIS BE REVIEWED IN TWO YEARS. COMMISSIONER BARRETT SECONDED THE MOTION. THE MOTION PASSED 6-0. The next issued that was discussed by the Planning Commission was the General Store. Chairman Tralle opened and closed the public hearing. COMMISSIONER WARNER MOVED TO RECOMMEND TO THE CITY COUNCIL TO APPROVE THE CONDITIONAL USE PERMIT FOR THE GENERAL STORE FOR VIKING RECREATIONAL RETREAT WITH THE FOLLOWING CONDITIONS: 1. THAT IT BE OPEN TO REGISTERED QUESTS ONLY. 2. THAT IT MEET ALL STATE REGULATIONS AND REQUIREMENTS FOR LICENSES. 3. THAT IT BE REVIEWED IN TWO YEARS. 4. THAT THIS BE A PERMANENT TYPE STRUCTURE. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION PASSED 6-0. 8. Consideration of Ordinance Amendment Park Dedication/P.H. Chairman Tralle opened the public hearing. opposition of the request. No one appeared for or in Chairman Tralle closed the public hearing. The Building and Zoning Administrator recommend that the park dedication not be collected on commercial and industrial plats. Chairman Tralle indicated that the monies paid to the City collected from park dedication fees would be used for parks, playgrounds, development of existing parks, public open spaces and storm water holding areas or ponds. The Building and Zoning Administrator indicated that he felt the Council is opposed to neighborhood parks as they are too hard to maintain and feel it is only servicing localized part of the community.
