<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 9 <br /> <br />Planning Commission Minutes <br />August 25. 1987 <br /> <br />The following concerns were discussed by the Planning Commission. <br />Traffic flow through the site. in regards to striping for a pedestrian <br />walk area. and also no customer traffic behind the proposed building. <br />and traffic flow of delivery trucks. <br /> <br />Discussion was held regarding the proposed garden center on the site <br />plan. Gary Santwire stated that this was a proposed idea for use of the <br />land. <br /> <br />The Planning <br />east side of <br />further that <br /> <br />Commission discussed lighting. It was indicated that the <br />the proposed building would be the only side unlit and <br />the parking lot lights would be set to turn off at 11:00 <br /> <br />p.m. <br /> <br />Gary Santwire presented the Planning Commission with a site plan of the <br />building. It was indcated that the site plan would consist of a 3 in 12 <br />inch pitch. mansard roof which will be entirely shingled. <br /> <br />Signage was discussed by the Planning Commission. It was the consensus <br />of the Planning Commission to recommend a 90 square foot sign on the <br />front of the building. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Pat Donahue questioned whether a cement approach or sidewalk should be <br />considered from the street to the side of the building which abuts the <br />street to define the street area. The Building and Zoning Administrator <br />noted that the existing fence does define the street from the property. <br /> <br />Commissioner Fuchs also questioned if a sidewalk should be installed <br />because True Value store and the street abut. Gary Santwire stated that <br />the store does encroach on the street and. therefore. this may be a City <br />improvement. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />COMMISSIONER KIMBALL MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE CONDITIONAL USE PERMIT REQUESTED BY TRUE VALUE HOME CENTER ON LOTS <br />1.2. AND 3. BLOCK 12. OLD VILLAGE OF ELK RIVER TO ALLOW A LUMBER YARD IN <br />A C-4 SERVICE COMMERCIAL DISTRICT WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE ENTRANCE CONSIST OF TWO 30 FOOT WIDE DRIVES. ONE FOR <br />INGRESS AND ONE FOR EGRESS. AND ONE ADDITIONAL ENTRANCE ON '!'HE FAR <br />EASTERN SIDE OF THE PROPERTY WHICH WILL GO DIRECTLY INTO THE STORAGE <br />BUILDING. FOR EMPLOYEE USE ONLY; AND THAT THERE BE PEDESTRIAN <br />STRIPING AT THE ENTRANCE TO THE RETAIL BUILDING AND DIRECTIONAL <br />ARROWS FOR VEHICULAR TRAFFIC AT THE ENTRANCES. <br /> <br />2. THAT THERE BE 48 PARKING SPACES; AND THAT THERE BE NO PARKING ON THE <br />EAST SIDE OF THE LUMBER STORAGE BUILDING AND THAT THE EAST SIDE BE <br />BLOCKED IN SOME MANNER SO AS TO NOT ALLOW TRAFFIC IN THE AREA. <br />
