<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 6 <br /> <br />Planning Commission Minutes <br />7/28/87 <br /> <br />Mike Dean was present and voiced his concerns on the road. <br /> <br />Don Greson identified the similarity between this issue and the request <br />by Peter See1en. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />COMMISSIONER KROPUENSKE MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL <br />OF THE REQUEST BY MERRILL KAMPA FOR A 99 FOOT ENCROACHMENT ON THE 200 <br />FOOT FRONTAGE REQUIREMENT FOR PROPERTY IN AN A-l/AGRICULTURAL DISTRICT. <br />COMMISSIONER MORTON SECONDED THE MOTION. THE MOTION PASSED 6-0. <br /> <br />10. Signage Request for Big Wheel Auto Stores <br /> <br />Jack Lawrence of Signcrafters <br />represent Big Wheel Auto Stores <br />Elk River Plaza 2nd Addition. <br />signage approval in a PUD. <br /> <br />in Fridley. Minnesota was present to <br />who will be locating on Lot 5. Block 1, <br />Big Wheel Auto Stores is requesting <br /> <br />Big Wheel Auto Stores has proposed two signs to be attached to the <br />building, each sign being 42 ft. by 34 ft. They have also proposed a <br />free standing sign (pylon) to be 12 ft. by 14 ft. and stand 48 ft. high. <br />In addition, they requested two signs attached to the east side of their <br />building to advertise the sign rental spaces. These signs are 24 feet <br />long by 3.5 feet high each. <br /> <br />Commissioner Temple questioned the location of existing trees in <br />comparison to the location of the signs. <br /> <br />Commissioner Fuchs stated that he is in agreement with the signage <br />request except for the pylon. Mr. Laurence stated that the pylon is used <br />to work the four lane highway and that he would be willing to reduce the <br />height. Discussion was held regarding any studies that have been done on <br />pylon signs and the number of people that read them. <br /> <br />Chairman Wilson stated that the Planning Commission is trying to avoid <br />developing the area into a bunch of signs. He shared his personal <br />feeling that he would not be opposed to supporting a pylon sign in the 20 <br />foot height range. Mr. Lawrence stated that if the pine trees can be <br />thinned out, he would agree to 30 or 35 feet in height. <br /> <br />Discussion was held on parapets. The signage for the theater had been <br />approved no higher than the parapet of their building. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND APPROVAL TO THE CITY COUNCIL OF THE <br />SIGNAGE REQUEST BY BIG WHEEL AUTO STORES WITH THE FOLLOWING CONDITIONS: <br /> <br />1- <br />2. <br /> <br />THAT THE FREE STANDING SIGN BE LIMITED TO 25 FT. IN HEIGHT. <br />THAT THE WALL MOUNTED SIGNS CANNOT BE ABOVE THE PARAPET OF THE ROOF <br />OF THE BUILDING. <br /> <br />COMMISSIONER MORTON SECONDED THE MOTION. THE MOTION PASSED 6-0. <br />
