<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 4 <br /> <br />Planning Commission Minute. <br />July 28. 1987 <br /> <br />Stephen Rohlf stated that staff is recommending an opaque fence on the <br />EAST side of the lot to provide screening from adjacent property. <br /> <br />Commissioner Temple questioned the green space. <br /> <br />Commissioner Morton discussed the counter productivity of having the <br />parking begin at the sidewalk. <br /> <br />The widths of the ingress and egress were discussed. Stephen Rohlf <br />mentioned that Russ Anderson. Fire Chief. would have comments on these <br />figures. Discussion took place regarding the parking lot location and <br />various alternatives were discussed. Commissioner Kropuenske suggested <br />eliminating the two front parking spaces which appear to be hazardous <br />and move the planned lot lines towards existing building and add the two <br />last parking spaces to the back of the lot. This would eliminate the two <br />dangerous parking spaces as well as widen the entrance for fire purposes. <br />Mr. Willey stated that he would be in agreement with a plan of this type. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. & Mrs. Don Dreissen discussed on-street parking. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Chairman Wilson stated his concerns regarding the sidwalk meeting the <br />parking lot. He felt that this would be affecting the health. safety and <br />welfare of the public. Steve Rohlf suggested rearranging the lines to <br />make the lot more "L-shaped". This would separate the parking lot from <br />the street and add green space. Rohlf noted that he will get comments <br />from Russ Anderson on this change. <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND APPROVAL TO THE CITY COUNCIL OF A <br />VARIANCE REQUEST BY CRAIG WILLEY FOR A 10' ENCROACHMENT ON THE REQUIRED <br />SETBACK ON THE EAST PROPERTY LINE OF LOTS 1 AND 2. BLOCK 15. VILLAGE OF <br />ELK RIVER ADDITION. COMMISSIONER MORTON MOVED TO RECOMMEND DENIAL TO THE <br />CITY COUNCIL OF A VARIANCE REQUEST BY CRAIG WILLEY FOR A 10' SETBACK <br />ENCROACHMENT ON THE NORTH PROPERTY LINE; AND MORTON MOVED TO RECOMMEND <br />THAT ON THE EAST PROPERTY LINE BETWEEN RESIDENTIAL AND COMMERCIAL <br />PROPERTIES THAT AN OPAQUE FENCE IS ADDED TO BE NOT LESS THAN FIVE FEET <br />NOR MORE THAN SEVEN FEET IN HEIGHT AND IT IS TO BEGIN IN LINE WITH THE <br />fRON'!' OF THE PROPOSED BUILDING. COMMISSIONER FUCHS SECONDED THE MOTION: <br />THE MOTION PASSED 6- o. <br /> <br />7. Variance Request by the Elk River Associated Investors/Public Hearing <br /> <br />Steve Rohlf explained that Elk River Associated Investors are requesting <br />a 10' ft. encroachment on the 25 ft. side yard setback in an I-l/Light <br />Industrial zoned district to accommodate a loading dock. The property <br />hosting the dock is legally described as Lot 1. Block 2. Elk River <br />Industrial Park. <br />
